Public sector organisations, in the same way as those
in the private sector, are faced with society¹s uncertainty and
instability.

In order to meet this challenge and adapt to change,
they must reconsider their communication and bring it into line with
strategic,
professional and integrated approaches.

This is the objective of the book ³Communication
publique et incertitude. Fondamentaux, mutations et perspectives (Public
Communication and uncertainty. Fundamentals, developments and prospects),
coordinated by Eric COBUT and François LAMBOTTE.

The special feature of this book is the fact
that:
·the different challenges, themes, tools and functions of communication,
when
applied to the public domain, are considered in an integrated and complete
manner, in this case, communication with citizens, the media, trade union
organisations and staff members, crisis communication and relationships
between
communication, culture, structure and strategy;

·it offers an international vision with authors from Belgium, France,
Quebec and
Burkina Faso offering specific and complementary views which contribute to
more
global communication;

·it is written for all people who play an active role in public
communication.
Each chapter is the result of collaboration between a practitioner and an
academic. This encounter offers balanced articles with a mixture of advice
and practical methods, and takes a critical look at these practices. It
enables communicators, whether communication managers, researchers,
consultants or communication experts, public organisation managers, or
politicians, to act on their communication. It also helps those, who so
wish, to initiate an in-depth analysis of the subject.

This book has been prefaced by Thierry Libaert, Professor of Communication
at the Catholic University of Louvain, the Head of the Laboratory for the
Analysis of Organisational Communication Systems (LASCO), and Scientific
Director of the  Observatoire International des Crises. In his preface,
Thierry Libaert, in reference to the ³Practitioner/Academic²
collaboration, emphasises that ³this ongoing dialogue
between research and the operational communication practice deserves to be
highlighted and begs to be encouraged, and that it is not the least of this
book¹s merits that it has been able to contribute to this, all the more so
by
adopting an international approach. Undoubtedly, this publication will
become a
reference on the subject of public communication².


The authors

Eric COBUT, a graduate in Social Communication and Human
Management, is the Director of Internal Relations and Internal
Communication
for the Belgian Federal Police. In charge of teaching Human Resources (HR)
and
Communication in different higher education institutes, he also
collaborates on
various HR, communication and ethics programmes under the aegis of the
European
Union and the Council of Europe. (Belgium)


François LAMBOTTE is an Engineer and a Doctor of Management Science, a
Professor of Organisational Communication at the Catholic University of
Mons
(FUCaM), and a member of LASCO (UCL). His research generally focuses on
Internal Communication. François Lambotte is particularly interested in
problems concerning the construction of meaning and coordination in small
structures (virtual teams, project teams and SME). He is the author, or
co-author, of several scientific and practical articles and books on
