DISCOURSES, PUBLIC PARTICIPATION AND CITIZEN ENGAGEMENT

Public participation and citizen engagement with political processes
associated with science, technology, the environment and other key
societal issues are widely called for in academic and political circles,
but, as shown by existing research, such engagement is rather limited and
constrained in its potential.
Despite the difficulties involved in public participation, contemporary
societies are faced with major challenges that can only be effectively
addressed with sustained citizen engagement. What role do institutional
and civic discourses about public participation and of public
participation play in these processes? What are the discourses that
influence or are used in debates about the need for, the possibilities and
the limits of public participation and citizen engagement?
Based on these challenges, this thematic panel accepts proposals that
examine, with a critical and interdisciplinary approach, the power of
discourses: a) as constitutive parts of concrete public participation
practices; b) as instruments of production of knowledge, attitudes and
ideologies on public participation; and c) and as resources used in
institutional processes and practices.
