The debates and legal and policy initiatives and various institutional 
particularly communicative practices -in the public sphere and linked to 
training and knowledge- production, passing under the halo of 
expectation involved an alleged promise of "democratization of access 
information "and" universal knowledge ". These disputes and 
transformations found online a special field of action ensuring that all 
users or groups can be linked bidirectional and symmetrically with 
public institutions, for example.
With the onset of internet in the 90s, communicative spaces were created 
for some journals were distributed via email. But it was not until early 
2000 when widespread multitude of initiatives based on open knowledge 
(Open Knowledge) they have. The result of this is the Declaration of 
Budapest (Budapest Open Acess Initiative Boai, 2002), the Declaration of 
Bethesda (2003) and the Berlin Declaration (2003). Also from various 
organizations has supported this international movement such as the Open 
Knowledge Foundation, created in 2004 to support defense of open knowledge.
In this sense, the open acess or open access promotes free appropriation 
of all digital resources (written documents, images, data, audiovisual 
documents) via internet. They may be published in magazines and books, 
but also other educational and research papers.

The features that open access has focused on the following positions:
- Universality since anyone can use and distribute information with the 
least possible effort and difficulty
- Immediacy because the texts and documents should be available at all times
- Swap as an implicit element that helps free distribution and use by 
all types of people or groups.

Under these assumptions, researchers and experts is convened to propose 
inserts original articles in some of the following topics proposed:
a) Open access government data either in the international arena, as in 
the state or substate
b) Institutional repositories as may be academic or scientific societies
c) Free Software and technological, economic and social implications
d) Research / open data (linked open science)
e) Intelligent BigData and information management
f) Data Journalism
g) Citizen Science

Los debates e iniciativas jurídico-políticas y las diversas prácticas 
comunicativas institucionales –en particular las del ámbito público y 
las vinculadas a la formación y producción de saberes-, transitan bajo 
el halo de la expectativa que conlleva una supuesta promesa de 
“democratización en el acceso a la información” y “universalidad del 
conocimiento”. Estas disputas y transformaciones han encontrado en 
internet un especial campo de actuación procurando que todos los 
usuarios o grupos puedan vincularse bidireccional y simétricamente con 
las instituciones públicas, por ejemplo.
Con el inicio de internet en los años 90, se crearon espacios 
comunicativos para que algunas revistas científicas se distribuyeran a 
través del correo electrónico. Pero no ha sido hasta inicios del año 
2000 cuando se han generalizado multitud de iniciativas basadas en el 
conocimiento abierto (Open Knowledge). Fruto de ello son la Declaración 
de Budapest (Budapest Open Acess Initiative BOAI, 2002), la Declaración 
de Bethesda (2003) y la Declaración de Berlín (2003). También desde 
diversas organizaciones se ha apoyado este movimiento internacional como 
es el caso de la Open Knowledge Foundation, creada en 2004 para apoyarla 
defensa del conocimiento abierto.
En este sentido, el open acess o acceso abierto promueve la apropiación 
libre de todo tipo de recursos digitales (documentos escritos, imágenes, 
datos, documentos audiovisuales) a través de internet. Pueden ser 
publicaciones en revistas y libros, pero también otros documentos 
educativos y de investigación.

Las características que posee en acceso abierto se centran en los 
siguientes polos:
- Universalidad ya que cualquier persona puede utilizar y distribuir la 
información con el menor esfuerzo y dificultad posible
- Inmediatez debido a que los textos y documentos deben estar 
disponibles en todo momento
- Intercambiables como elemento implícito y que ayuda a la libre 
distribución y utilización por parte de todo tipo de personas o colectivos.

Bajo estas premisas, se convoca a investigadores y expertos a proponer 
artículos originales insertos en algunas de las siguientes propuestas 
temáticas:

a)  Datos gubernamentales en acceso abierto ya sea en el ámbito 
internacional, como en el estatal o el subestatal
b) Repositorios institucionales como pueden ser de universidades o 
sociedades científicas
c) Software libre y las implicaciones tecnológicos, económicas o sociales
d) Investigación/datos abiertos (linked open science)
e) Bigdata y gestión inteligente de información
f) Periodismo de datos
g) Ciencia ciudadana
