Policy Challenges in the Austerity & Surveillance Environment


  Call for Papers

The “Communication Law and Policy” Section of ECREA (ECREA-CLP) invites
abstracts for theoretical and empirical papers on the topic of /Policy
Challenges in the Austerity & Surveillance Environment/. The division’s
2015 workshop takes place in Ljubljana, Slovenia, on November 6-7, 2015.
It is hosted and organized by the Department of Communication at the
Faculty of Social Sciences of the University of Ljubljana.

Transformations of media and social environment in recent years have led
to dilemmas how the economic crisis and austerity on one side and
digital surveillance on the other affect communication policy and
communication policy research. What insights can we gain from the media
situation in different societies dealing with austerity measures and
struggling in the difficult economic environment, especially as
technological developments continue to disrupt old business models and
patterns of audience behavior? What policy challenges are emerging from
recent surveillance developments, from the revelations of government
surveillance and increasing use of data by media corporations?

The workshop will focus on the following topics:

§/Regulation between Content and Network:/The advent of new technologies
bring with them dilemmas with the increasing overlap and blurring of
lines between the provision of content and network services. The roles
of new intermediaries are being questioned. Other issues for
presentations might include (but are not limited to) findability of
public service content, the protection of minors online, net neutrality,
and the regulation of over the top services. Abstracts addressing this
topic should either present possible developments of particular areas or
highlight how specific areas affect other.

§/Policy for the Age of Data/: The new digital environment has radically
transformed notions of privacy and data. Presentations in this area
might include (but are not limited to): national and EU data protection
regulation; debates over and reaction to surveillance (by government and
by industry); business models based on data, consumer knowledge and
protection.

§/Policy for Media Sustainability:/The economic crisis and austerity
measures taken in many countries have led to increasing challenges in
terms of keeping media sustainable. The economic threat is further
enhanced by disruption and new entrants, leading to questions about what
policy measures are appropriate in this media business environment, and
how to best protect the public interest. Presentations may include (but
are not limited to): media policy & austerity; media policy &
disruption; the future of public service broadcasting; innovation and
the EU’s Digital Agenda; media literacy and policy for inclusion and growth.

The workshop’s aim is to stimulate reflection and discussion regulation
and policy in the current media environment. The sessions will thus be
thematically focused and leave room for discussion and exchange.

Abstracts of /no more than 400 words/ should be submitted in Word-format
directly to the organizers of the conference *by /1 JUNE 2015/* (Marko

/Each abstract should address one of the above topics in a sound
theoretical and methodological manner, include a title as well as the
name(s), institutional affiliation(s) and e-mail address(es) of the
author(s)./Colleagues will be notified of acceptance by June 30, 2015,
and registration is required by September 1, 2015 and the cost of the
conference will be €50. Full papers are due no later than October 15, 2015.
