NOTES TO AUTHORS
1.The full text of the papers should not be
longer than 6 pages, including figures and tables.
2.Electronic copy send by e-mail should be submitted to the
e-mail: (iscmi /at/ tu-sofia.bg)
3.All papers sent before the deadline and
fulfilling the scientific field and typescript
formation conditions will be published after
being positive reviewed by the international committee.
4.The full text of the typescript formation
requirements will be published in http://fman.tu-sofia.bg till 15 march 2011.
5.Each author can participate with a maximum of
two papers, whether alone or as a co-author.
6.Presentation and discussion of a paper is 15
minutes. The necessary technical equipment is available.
7.Working languages: English, Russian and Bulgarian.
8.One copy of conference proceeding is provided for each presented paper.
IMPORTANT DEADLINES:
" February 15, 2011 - Submission of the application form;
" March 15, 2011 - Acceptance by the
organizing committee of the application form;
" April 15, 2011 - Submission of the full
text of the papers, in compliance with the requirements;
" May 15, 2011 - Sending of the Conference program;
" May 30, 2010 - Submission of the registration form
" June 19 - 20, 2011 - Registration of the
participants in the Sozopol Holiday station of TU-Sofia;
" June 20, 2011 - Plenary session,
sectional sessions and scientific discussions;
" June 21-22, 2011 - Sectional sessions,
scientific discussions; seminars, video conferencing and final session.
TOPICS
1. Education in e-Governance
The sustainable economic and social development
poses a wide range of challenges to their
?-management and respectively to the training in this area.
E-government affects the contemporary information
society leading to multiple positive social and
economic outcomes. The thematic orientation
focuses on the benefits of using information and
communication technologies and to achieve
sustainable economic development and
democratization of the society. The scientific
researches in these areas generate knowledge that
should be included directly in the learning process.
The main objective of this thematic area is to
build a variety of different views, methods and
tools for integrating the research and teaching.
It is expected proposals and experience for
dissemination of research results through the
educational process. Could be presented and ideas
for discussion sessions and educational workshops for young scientists.
2. E-Governance in Business
E-governance is a factor in technological
innovation and reinvention of the administrative management processes.
The synergy effect is derived from lower
administrative costs and faster response to
business demands. A big advantage of e-Business
governance is the accuracy of the information
generated in real time and transparent access to electronic services.
E-Governance is closely linked to and strongly
influenced the business modeling,
evaluation, certification and its integration,
which are expected sharing of theoretical
research and practical results. It is encouraged
the submission of works to improve the
effectiveness and competitiveness of business at
all levels, stages and phases. It is expected and
proposals for expansion space, time and
availability of business infrastructure and services her

3. E-Governance in Public Administration
The invasion of the information communication
technologies (ICT) as well as in administrative
management practices and in shaping the
institutional environment is necessary to keep
vital systems of governance in a globalizing
economy. On-line management has an important role
for active participation of citizens in all processes of society.
By e-Governance can be acheved more effective
management at all levels (central and local),
more convenient government services, greater
public access to information and more
accountability to citizens through the use of
ICT. It is also a tool for citizens in the
direction of higher activity and their role in
the development of democratic processes.
It is expected in this thematic area to share
researches and "best practices" that have an
impact on social development and quality of
public administration. Information and knowledge
about "good governance " are also welcome.
4. Discussion forum - application of
video-conferencing technology for e-democracy
It is expected the results of research involving
the use of videoconference technology to
contribute to the implementation of various
initiatives for electronic collaboration in the
administrative and management area as well as in
particular for the expansion of the electronic democracy.
Working in professional networks in conjunction
with e-Governance requires the presentation of
separate development and expansion of contacts in
thematic and practical aspects of national,
regional and international levels. The main
objective of such cooperation is the exchange of
information and knowledge, leading to greater efficiency and effectiveness.
Integration of research teams working in this
area affects the overall policy by sharing
experience, training, leading to sustainability
of results and is a means to actually achieve "good governance".
