Dear Colleagues:

The IAMCR Law Section and the Ethics Working Group are co-sponsoring a 
preconference in association with the 2015 conference in Montreal, in 
collaboration with and serving as the 11th edition of the International 
Congress of Ethics and Communication Law (CIEDI 2015). Chaired by Loreto 
Corredoira and with Maria Teresa Nicolas Gavilan as Vice Chair, the 
preconference theme is “Media and Journalists in the Age of Open 
Government and Transparency”:

Europe and North America struggle to develop and implement law and 
policy for transparency, access to information, and good governance. 
These principles affect the fundamental nature of governments and 
corporations, but they are difficult to achieve. Corruption (both 
political and financial), and political system and electoral fraud, make 
us think that real transparency, for example, is still far away. 
Traditional governance models may no longer work and legislative 
processes can lack legitimacy irrespective of the use of more, or more 
innovative, technologies. At the same time, what we mean by 
"transparency" is undergoing change, with experiments underway based on 
the assumption that genuine access to information about government 
activities must include access to a variety of ways of contextualizing 
and interpreting the data as well as the data themselves.

Open Government is, of course, all about who holds and can use different 
kinds of power. Actors in addition to those inside of government, 
working policy-makers, also play a role in ensuring effective access to 
information, monitoring adherence to good governance practices, and testing

the extent to which there is useful transparency. As members of civil 
society demand more participation, the activities of those in the media 
-- particularly journalists -- in facilitating and making use of access 
to information on behalf of the public ever-more important. In ways that 
complement communications through which social movements and online 
political campaigns develop via social networks, journalists have a key 
role in the relation between Government and Citizens, and in real 
democratic controls.

The stakes are high. There are risks of social fracture and of 
paralyzing bipartisanship in many countries. and that is why, in this 
preconference, we will take on the debate over the present and future of 
Open Government. We have many topics to reflect upon: political 
information, Government office, professional ethics, and means to 
achieve better Transparency. We will examine the progress of electronic 
government, official websites, political use of social media, and other 
developments through the lenses of communications law and policy

After two great experiences in Guadalajara (Mexico) in 2010 and 
Concepcio´n (Chile) in 2012, the Congress will take place in the 
American continent again. This time, we will meet in Montreal (Canada) 
on July 11, 2015, thanks to a collaboration with the Law section of 
IAMCR and their Ethics Working Group.

CIEDI 2015 will be organized as a pre-conference of the International 
Association for Media and Communication Research (IAMCR) Congress, to be 
held on July 12-16 at the Communications School of the Universite´ du 
Que´bec a´ Montre´al (UQAM).

ABSTRACTS / HOW TO PARTICIPATE

Submissions are welcome from scholars at all stages of their careers, 
from any theoretical and methodological approach. If desired, each 
author may submit one sole authored work and one or more co-authored 
works, but each individual can only make one presentation at the 
Preconference so additional submissions would have to be presented by 
another member of the co-authorship team.

Please include the following information in your submission:
- Title of presentation
- Name(s), affiliation(s), and email address(es) of author(s)
- On co-authored submissions, the name, affiliation, and email address 
of the author who will be presenting the work at the Preconference

- A 1 page (250 words excluding notes and references) abstract in 12 pt. 
Times New Roman in Word doc/docx format
- For each author, a 100-word-maximum description of the author’s 
area(s) of research interest related to the digital divide in 12 pt. 
Times New Roman in a separate Word doc/docx format file.

Registration Fee: $75 USD per person.

The fee helps to pay for the conference venue, technical support for 
presenters, coffee-break and lunch.

Some grants will be available for PhD candidates and scholars.

An eBook will be published after the Conference. It will include the 
best papers presented at Montreal. It will be made available at 
Complutense University of Madrid repository (UCMPrints).

researchers interested in Ethics and Law. The IAMCR Congress will be 
held in English, French and Spanish and the pre-conference will be held 
in English and Spanish.
