New perspectives for dialogue
The model of deliberation and ICT tools in decision-making processes

Venue: The Library of Warsaw University, rooms: 315 and 316

Organizers: the Centre for Deliberation at the Institute of Sociology of Warsaw University, the Warsaw University of Technology, the Association of Polish Cities, the Polish Forum of Disabled Persons, the Foundation of Free and Open Software, an IT training company - MIT and the European Commission, Representation in Poland.

The aim of the conference is to discuss urgent issues concerning the communication management in decision making and the ICT tools for social inclusion in these processes. We would like to focus on the results of recent research, including the evaluations of applied projects abroad and in Poland.

We invite to the conference representatives of public administration dealing with dialogue and participation, especially representatives of Polish cities, researchers, representatives of NGOs and students.

The programme of the conference encloses thematic sessions and workshops. Among the key speakers there are: Franco Accordino (the Head of the Task Force “Digital Futures”,  the European Commission), Dominique Cardon (Orange Labs, Centre d’études des mouvements sociaux de l'École des hautes études en sciences sociales, Paris), Tomasz Kulisiewicz (an IT training company - MIT), Tomasz Potkański (the Association of Polish Cities), Anna Przybylska (the Centre for Deliberation at the Institute of Sociology of Warsaw University), Jacek Wojciechowski (the Warsaw University of Technology), Michał Woźniak (the Foundation of Free and Open Software), Jacek Zadrożny (the Polish Forum of Disabled Persons).

Session 1. Plan and draw conclusions from a debate (9:30am-11:30am). The session concerns issues like different approaches to registration and anonymity in public consultations and their social consequences as well as  the analysis of the abundant text/voice material to draw conclusions for public policies.

Session 2. Be creative and solve problems online (12:00am-2:00pm). The session addresses the use of ICT tools and the social creativity in solving public policy problems. We will also reflect on conditions for  public deliberation online.

Session 3. Be part of political community in the web  (3:00pm-4:30pm). The session concerns new proposals for ICT tools to strengthen public deliberation and participatory policy making. The focus is on the software that would help local authorities the better planning of public consultations.

Session 4. Ideas to develop (4:45pm-5:45pm) – 5 minutes’ presentations (app. 9) by registered speakers that may be focused on a new definition of the already discussed problem,  or on the identification of a new problem, or a proposal of a problem solution concerning the quality of public dialogue online.
The submission of proposals is open till the 4th May, 2014. The abstracts of presentations (1200 characters with spaces) should be sent at:(wdialogu /at/ uw.edu.pl).
The selection criteria for presentations include: originality, practicality for implementation, comprehensiveness.

Workshops around the topics of anonymity and representativeness (6:00pm-7:30pm). There is a possibility to choose the topic between: 1. the social representation and the validity of conclusions, 2. the conflict between anonymity/low personal responsibility for opinions expressed online and personal data registration/surveillance.
