DEMOCRATIE PARTICIPATIVE ET INTERNET
Dans un contexte foisonnant d'expérimentations
et de réalisations visant à améliorer la
participation directe des citoyens aux processus
démocratiques, les technologies de l'information
et de la communication (TIC) offrent des
possibilités inédites d'expression et de partage des décisions.
Les dispositifs participatifs utilisant les TIC,
généralement regroupés sous l'étiquette discutée
de « démocratie électronique », correspondent à
des réalités très diverses. En effet, il peut
s'agir de blogs créés par des citoyens, des
responsables politiques ou des collectifs
militants ; de simples consultations ; de forums
ou de plateformes délibératives en ligne ; de
votes électroniques et même d'une participation
des citoyens à l'élaboration des lois.
En 2009, la 5ème édition des rencontres
Europe-Amériques vise à cerner plus précisément
les questions que posent les différentes
dimensions et déclinaisons de cette «
e-démocratie », au regard notamment des
pratiques de démocratie participative qui ne s'appuient pas sur les TIC.
A travers des dispositifs qui articulent souvent
présence en face à face et en ligne, les
procédés sollicitant la capacité des citoyens à
prendre la parole et à discuter de questions qui
engagent l'avenir de la collectivité ont fait
l'objet de réalisations variées à différentes
échelles (locale, régionale, nationale et européenne voire internationale).
Sur la base de témoignages d'acteurs directement
impliqués et de contributions de scientifiques
qui ont observé différentes expériences dans
plusieurs pays, trois démarches affirmant un
lien fort avec la décision publique seront plus
particulièrement analysées : les budgets
participatifs en ligne, les assemblées
participatives électroniques et l'e-participation législative.

PARTICIPATORY DEMOCRACY AND THE INTERNET
In a context of abundant experimentations and
projects which seek to improve the citizens?
participation in the policy-making process,
information and communication technologies
(ICTs) offer new opportunities to express opinions and to share decisions.
Various participatory devices using ICTs usually
called by the controversial term of ?electronic
democracy? may refer to, for example, blogs
created by citizens, politicians or activists;
online consultations; fora or Internet platforms
facilitating democratic discussions; electronic voting; e-rulemaking.
In 2009, the 5th edition of the Europe-America
conference aims to tackle the issues raised by
the various aspects of ?e-democracy?, with
regard, in particular, to participatory
democracy practices which are not based on ICT.
Citizens are thus led to talk on topics of
common interest through devices which often join
offline and online procedures together, at
diverse scales (local, regional, national,
European and even international level).
On the basis of both experiences of key players
in the field of e-democracy and contributions
from researchers who have studied e-democracy
practices in several countries, three kinds of
procedures strongly linked to the
decision-making process will be discussed:
online participatory budgets, electronic
participative assemblies and e-rulemaking.
