NRA Websites: Benchmarking National Telecom Regulatory Authority Websites is the title of a report just published by LIRNE.NET. The report takes a detailed look at the state of regulatory authority websites in Africa, Asia, the Caribbean, Latin America and North America and identifies benchmarking indicators for evaluating them.

Websites are a key communication channels available to a national telecom regulatory association and this book is the first near-global effort to establish benchmarking indicators to evaluate the websites of national regulatory agencies. It discusses the state of regulatory authority websites in Africa, Asia, the Caribbean, Latin America and North America and provides a one page snapshot of the websites of the websites of 93 telecom regulatory authorities.

Information and communication are necessary to ensure that national telecom regulatory authorities can perform their responsibilities efficiently and effectively. Consumers need to know their rights and the channels available for them to seek redress. If information about the sector is available in a meaningful form it be used to evaluate performance and highlight areas in need of improvement. Transparent information and communication practices are an indicator of a credibile regulator and attract investment in the sector. An interactive and transactional Internet presence is rapidly becoming essential for all organizations as the major instrument for effective information gathering and communication. For the future, the Internet makes possible major improvements in the international networking of NRAs among themselves as part of a learning process of identifying and employing best practices in all areas of regulation, not just website development. This report provides an important step in preparing for this possibility. It provides a foundation for continuing research on these issues as telecom reform proceeds, NRA websites improve, and NRAs begin to make effective use of the next-generation Internet in fulfilling their mission.
