>The European Union (EU) has entered a new phase. 
>Manuel Castells has repeatedly argued that the 
>EU constitutes a new type of state, namely the 
>network state. At the same time, we have 
>experienced a number of different types of 
>conflicts: between members and candidates for 
>the EU and the EMU, as well as between this 
>"Europe" and other European countries and 
>non-European societies. Since these conflicts 
>are peaceful, they are framed in political, 
>economic, and cultural terms in the mass and 
>expert media. Within Europe, social classes or 
>age cohorts, or residents in rural vs. 
>metropolitan areas do not share the same access 
>to broadcast or web media and confront widely 
>different modes of (semi-) public discourses. 
>Furthermore, the developments within the EU have
