The European Commission has published a proposed set of benchmarking indicators which will help policymakers monitor the progress of e-government and internet take-up across Europe.
The new benchmarks have been devised to examine the effectiveness of the Commission's eEurope 2005 Action Plan in key policy areas, such as online public services, internet and broadband use, information security and the e-business environment.
To monitor internet penetration in Europe, the Commission plans to collect data on the cost of internet access, the percentage of households or individuals with access to the internet and those who regularly use it, and their method of access.
The progress of e-government will be benchmarked by the number of public services fully available online, with supplementary statistical indicators focussing on the proportion of individuals and enterprises interacting with government, broken down by purpose, such as obtaining information or returning forms.
The effectiveness of the e-business environment will be analysed by the proportion of a company's turnover deriving solely from e-commerce and a composite measure relating to the adoption of information and communication technology.
The Commission will be seeking endorsement of the indicators at a meeting of the Telecommunications Council this week.
