Public diplomacy is related to the management of international political
communication and aims for an entity or country to generate influence on
the foreign public to make it more attractive and improve its image. The
activity of public diplomacy corresponds to the exercise of soft power
and is based on action and foreign policy interests that seek a change
in perception about a specific territory or actor. Thus, it seeks to
increase investments, demand for goods and services, or a greater
interest in learning about its culture or politics. Public communication
strategy, educational programs, information, and entertainment play a
fundamental role and measure the impact of public diplomacy.
The current global reality is more open and oriented towards a context
of disintermediation and digitalization, incorporating more actors and
relevant voices in the public debate. Public diplomacy is not exclusive
to the activity of a state and hybridizes its condition between the
public and private sectors. In this sense, cities have emerged as
significant actors in the international sphere with increasing power and
participation, aspiring to be global due to their ability to gather
population, generate economic activity, and influence decisions on
public policies. Global cities aim to impact global issues such as
information technologies, tourism, public health, or environmental
management.
The 2030 Agenda and the Sustainable Development Goals represent an
important framework in which some of the main public policies currently
promoted and implemented in global cities are found. Communicating these
actions is a fundamental exercise for the public diplomacy activities of
cities and demonstrates the growing value of cities as communicative
agents. Main research lines:
New actions and languages in the exercise of public diplomacy.
Axes of power, actors, and new forms of discourse in the international
sphere.
Public diplomacy and sustainability.
The value of the city as a communicative agent.
Communication of sustainability in global cities.
Place branding and city branding.
Corporate communication, social responsibility, and influence on
citizenship.
