The University of Chile, the Ministry of Culture, Arts and Heritage, 
Cultural Trends and the Gabriela Mistral Cultural Center invite you to:

*Cultural Policy and Cultural Democracy: A Global Dialogue *

Santiago de Chile, November 28, 29 and 30, 2023

We are pleased to announce, /Cultural Policy and Cultural Democracy: A 
Global Dialogue/ to be held at the Gabriela Mistral Cultural Center in 
Santiago de Chile on November 28, 29 and 30, 2023. This event, organized 
by the Ministry of Cultures, Arts and Heritage, the University of Chile 
and the Gabriela Mistral Cultural Center, is part of the Global 
Dialogues on cultural policy series from /Cultural Trends/. The event, 
which will be held for the first time outside of Europe, seeks to 
establish Chile as a global discussion platform on cultural policy 
research based on a North-South dialogue.

Co-designed by a team of academics, policy makers and practitioners from 
the world of cultural policy the event will generate a community of 
researchers from Europe, Latin America and globally. In this sense, the 
motivation of this meeting is to develop future academic networks with - 
and between - academics from Latin America and their peers at a global 
level.

This event will discuss the current and future challenges of cultural 
policy research. /Cultural Policy and Cultural Democracy: A Global 
Dialogue/ will feature talks by international guests, discussion 
workshops and meetings between specialists and interested publics, as 
well as with cultural organizations and institutions. The event may also 
lead to a special issue of /Cultural Trends/ coordinated by a guest 
editorial team and a bilingual publication by the Faculty of 
Communication and Image of the University of Chile.

The ethos of the Global Dialogue is to ensure that access is as broad as 
possible. For this reason, keynote talks will be free and open to the 
public, and there will be no registration fee. On behalf of /Cultural 
Trends/, talks will be delivered by Professor Ben Walmsley (Centre for 
Cultural Value at the University of Leeds), Professor Hye-Kyung Lee 
(King's College London), Professor Eleonora Belfiore (University of 
Aberdeen), Dr Steven Hadley (Trinity College Dublin) and Professor 
Justin O'Connor (University of South Australia), alongside academics 
from Chile and Latin America (to be announced soon).

Please note that this is an in-person event. We hope to either 
livestream and/or record some talks.

*Themes for the Global Dialogue include (but are not limited to): *

• Cultural democracy and social justice

• Power, public management and cultural policies

• Development of cultural institutions and governance of culture

• Subsidy for the arts and public financing alternatives

• Cultural worker, status of the artist and socioeconomic conditions of 
culture

• The role of civil society organizations in the cultural life of societies

• Challenges of the regulatory and legal frameworks for the preservation 
and safeguarding of cultural heritage

• Renewal and strengthening of cultural policies to address the 
challenges of the contemporary world.

These are just some of the issues that this event would like to address 
with invited guests and participants from all over the world. We warmly 
welcome submissions which explicitly adopt a trans and/or 
inter-disciplinary approach. The workshops and panels will be in English 
and will be organized according to the submissions received during the 
open time of this call.

Santiago de Chile, 28, 29 y 30 de noviembre 2023

Nos alegra anunciar la realización del encuentro/Política Cultural y 
Democracia Cultural: Un Diálogo Global**/que se**realizará en el Centro 
Cultural Gabriela Mistral de Santiago de Chile los días 28, 29 y 30 de 
noviembre de 2023. Este encuentro, organizado por el Ministerio de las 
Culturas, las Artes y el Patrimonio, la Universidad de Chile y el Centro 
Cultural Gabriela Mistral, se enmarca en los diálogos internacionales 
sobre políticas culturales realizado por la revista académica /Cultural 
Trends. /El evento, que se realizará por primera vez fuera de Europa, 
busca instalar a Chile como una plataforma de discusión global sobre 
investigación en políticas culturales en base a un diálogo Norte-Sur.

El encuentro se ha co-diseñado por un equipo de académicas/os, 
tomadoras/es de decisiones y profesionales del mundo de las políticas 
culturales con el objetivo de generar una comunidad entre 
investigadoras/es de Europa, América Latina y el mundo en general. En 
este sentido, la motivación de este encuentro es desarrollar futuras 
redes académicas de alto nivel académico con y entre académicas/os de 
América Latina con sus pares a nivel global.

Este encuentro busca discutir los desafíos actuales y futuros de la 
investigación en políticas culturales. El título de este encuentro es 
/Política Cultural y Democracia Cultural: Un Diálogo Global /y contará 
con conferencias de invitadas/os internacionales, talleres de discusión 
y reuniones de trabajo entre especialistas y público interesado, así 
como también con organizaciones e instituciones culturales. El encuentro 
considera un número especial en la revista /Cultural Trends/ que será 
coordinado por un equipo editorial por definir y una publicación 
bilingüe por parte de la Facultad de Comunicación e Imagen de la 
Universidad de Chile.

El propósito de este encuentro es asegurar el acceso a la mayor cantidad 
de público interesado. Por tal motivo, las conferencias serán públicas y 
gratuitas, así como también la inscripción del evento.

Por parte de /Cultural Trends/, las conferencias serán dictadas por el 
Profesor Ben Walmsley (Centre for Cultural Value de la Universidad de 
Leeds), la Profesora Hye-Kyung Lee (King's College de London), la 
Profesora Eleonora Belfiore (Universidad de Aberdeen), el Dr Steven 
Hadley (Trinity College Dublin) y el Profesor Justin O’Connor 
(Universidad de South Australia), junto a otras y otros académicos de 
Chile y América Latina por anunciar.

Este será un encuentro presencial. Las charlas centrales serán 
transmitidas vía streaming y estarán disponibles online.

Los temas que serán tratados en el encuentro serán:

  * Democracia cultural y justicia social
  * Poder, gestión pública y políticas culturales
  * Desarrollo de la institucionalidad cultural y gobernanza de la cultura
  * Subvención a las artes y alternativas de financiamiento público
  * Trabajo cultural, estatuto del artista y condiciones socioeconómicas
    de la cultura
  * El papel de las organizaciones de la sociedad civil en la vida
    cultural de las sociedades
  * Desafíos de los marcos normativos y legales para la preservación y
    salvaguardia del patrimonio cultural
  * Renovación y fortalecimiento de las políticas culturales frente a
    los desafíos del mundo contemporáneo.

    Estos son algunos de los temas que este evento busca proponer con
    invitadas/os y participantes de todas las partes del mundo.
    Cordialmente los invitamos a enviar sus propuestas de presentación
    en base a una aproximación trans e interdisciplinaria. Los
    /workshop/ y paneles serán en inglés, y se organizarán según los
    envíos recibidos durante el tiempo abierto de esta convocatoria.
