IN NEW MEMBER STATES

CALL FOR PAPERS
You are invited to contribute papers and studies
in English dealing with the impact of EU entry on
the media and media policy in the new Member States.
The EU accession process has affected the media
and media policies in new Member States countries primarily in three ways.
First, the general political and economic
criteria for membership impact on the overall
shape of the media system and require respect for
the same standards of freedom of expression and
of the media as developed by the Council of
Europe and the OSCE and accepted by the EU.
Second, Chapter 20 of the accession negotiations,
"Culture and Audiovisual Policy" focused directly
on alignment of the candidate countries'
broadcasting legislation with the "Television
Without Frontiers" Directive which establishes
the legal frame of reference for the free
movement of television broadcasting services in
the Union in order to promote the development of
a European market in broadcasting and related
activities, such as television advertising and
the production of audiovisual programmes.
Third, the media and audiovisual policy of the EU
is designed to achieve general objectives of the
Community, especially the completion of the
internal market and to achieve freedom of
movement for goods (including newspapers and
magazines, for example) and services (including
radio and television broadcasts). This has meant,
among other things, opening the doors to
investment by EU companies into the media in the new Member States.
The main areas of the EU media and communication policy include:
1. Development of the regulatory framework
in the area of broadcasting (especially the
Audiovisual Media Services Directive) and
electronic communications (the telecommunications
package of 2002 and its current revision), as
well as in the area of State aid and the
financing of public service broadcasting;
2. 2. Development of support mechanisms at a
European level promoting the growth of the
audiovisual industry and the production and
distribution of European audiovisual works
3. Preparing the technological and
regulatory foundations for the transition of the
European audiovisual sector into the digital
area, including the eEurope programme, the drive
to complete the digital switch-over by 2012, and the i2010 programme;
In this issue of Central European Journal of
Communication we will seek to analyse and
understand how entry into the EU has affected
media systems and media policies in the new Member States.
Possible areas of interest include:
" Impact of the normative basis of EU and
more generally European standards in the media
field on media legislation on the one hand
(freedom of speech provisions in the
constitution, press, broadcasting and other media
laws) and on actual approach to the media on the
part of governments and the political establishment on the other;
" Ability of new Member States to protect
their national and cultural identity as well as
their media market under EU rules;
" Impact of "structural
internationalization" of the media (foreign
investment into the press and broadcasting) on
the media in terms of their content, quality,
professionalism, journalism, etc.;
" Is the digital switch-over process
premature in new Member States, given that they
have not yet resolved other, more basic, policy
issues and the technological advancement of their
media? What has been the effect of preparation
for the digital switch-over on the regulatory
framework in broadcasting and telecommunications
and on electronic media in general;
" Has closer integration with other EU
countries had an effect on media and
communication studies in the new Member States?
The above is by no means an exhaustive list.
There may be many more areas of interest and research topics.
You are invited to send an abstract to the guest
editor, dr Karol Jakubowicz ((jkarol7 /at/ tlen.pl)) by
March 15. Upon acceptance of your abstract, you
will be asked to deliver your paper by June 15.
Publication of this issue is planned for Spring 2009.
