Local and Regional Media in the democracy and civil society shaping process
Organisers: University of Opole; The Foundation of Nowa Ruda Land
To cooperation were asked: University of Opava; University of Hradec Kralove
Time: Thursday - November 19th 2009 - Friday -November 20th 2009; Place: Nowa Ruda It is an interdisciplinary conference where both scholars (e.g. sociologists; political/media scientists) and media/PR workers will be discussing the cultural and political dimensions of democracy in the context of local and regional media perspective and a more and more globalized media context.
I. Main purposes of the conference
The aim of this conference is to focus on three main topics:
1) The condition of democracy in local public spheres in the light of globalisation and concentration of media power and in the light of the role of media in sustaining and developing democracy, democratic dialogue and a critical attitude towards the political system and other powerful players on the public scene. The question of the balance between private, commercial media and public service media and the role of a proactive media policy and measures in general to ensure media independence and media pluralism. 2) The existence of or the need for a public sphere and the role of the media in creating a democratic public sphere and civil society. This calls for a discussion of how local society matters are treated in the national media or trans-national media (TV, newspapers, Internet etc). A number of already substantially developed comparative, trans-national studies provide an empirical basis for a consideration of main results and political and media implications of this development. 3) The role of media and media policy in mediating and sustaining the diversity. Diversity of national and ethnical cultures is simultaneously under influence from other cultures in the still stronger globalisation of cultures. The conference aims at bringing together both theoretical researchers from humanities, social sciences and practising media/PR workers to combine the discussion of central theories theoretical concepts for the understanding of media, democracy


and culture as well as governing political principles with empirical data and analytical studies of media culture and democracy. Furthermore the conference wants to make room for panel discussions where representatives of practical media and politics can exchange views with researchers. The conference will result in a publication, based on selected contributions from the participants.

1.      Media, Power, Culture and Democracy.
2.      The State of Democracy and Media at the local level.
3.      Civic society shaping at the local level.
4.      Local government transformation and the media.
5.      E - democracy.
6. By what means can a democratic public sphere be sustained and developed? 7. Trans-national - national ? local public spheres - the role of local media in establishing a public sphere.
8.      Comparative studies of coverage in the media.
9.      Media policy and public service.
10. Political or legal perspective for local and regional media development.
11.     Local media culture and globalisation.
12.     Glocalisation.
13.     National and local identities and globalisation.
14.     Cultural diversity and media pluralism.
15.     Media economics and cross-media expansion.
16.     Media ownership.
17.     Local media management.
18. Local cultures in cyberspace: new media and the Internet and local identity
19.     Human rights, freedom of speech.
20.     Future of journalism ? from professional to multiskilled media worker.
21. How do we protect journalistic freedom and media pluralism in the contemporary Media Culture?
22.     Journalists? rights and duties.
23.     Media ethics.
