PUBLIC SERVICE ON THE BALTIC:
THE ROLE OF THE STATE
IN CENTRAL AND NORTHERN EUROPEAN MEDIA SYSTEMS
Governments have a long tradition of regulating public service media
in Europe. Policy issues include the ownership, organization,
financing, and the legal framework. In the beginning of the 1990s
Kees Brants and Karen Siune proposed four main factors for the state
interference analysis. Control of finance, programming and access was
followed by control of media organisation regulated by the national
media law. A different concept was created by Jay Blumler and Michael
Gurevitch in 1995. By explaining dimensions of state control, the
authors highlighted the process of media personnel appointment,
control of the finance and the control over the media content. All of
these determinants might be described in many different ways and
implemented to many different regions in the world.
Taking Blumler and Gurevitch dimensions of the state interference to
the media systems we will seek to analyze the concept of public
service media in Central and Northern Europe. Denmark, Estonia,
Finland, Germany, Latvia, Lithuania, Norway, Poland, Russia and
Sweden are different in a number of ways, but there are also
important points of similarities between them. State monopoly for
broadcasting was broken in most cases very nearly at the same time
and some of the public service broadcasters in the Nordic and
Post-Communist countries are strong and continue to play an important
role in the national media markets.
In the special issue of Central European Journal of Communication we
will discuss the concept of public service media, legal and
institutional framework, ownership, governance, financing,
technology, and the presence of public service broadcasting on the
new media platforms.
We are interested in manuscripts that answer the following research questions:
- What kind of role does the state play in media systems in the
Nordic and Post-Communist countries?
- What are the links between public service media and politics?
- What are the current conditions of public service media in Central
and Northern Europe?
- What are the perspectives of public service media development in
the era of globalization, commercialization and digitalization?
- What is the current technological development of public service media?
We are looking forward for the future cooperation!

Manuscript submission
We ask scholars and researchers interested in media systems of
Denmark, Estonia, Finland, Germany, Latvia, Lithuania, Norway,
Poland, Russia and Sweden to submit an abstract of maximum 500 words
before April 15, 2009. 10 papers for the publication will be selected
before April 30, 2009. Full manuscripts should be submitted before
June 30, 2009 according to the Style and Manuscript Guidelines:

Central European Journal of Communication (ISSN 1899-5101) is
published twice a year (in Spring and Fall) on behalf of the Polish
Communication Association. The Journal provides an international
forum for empirical, critical and interpretative, quantitative and
qualitative research examining the role of communication in Central
Europe. CEJoC welcomes high quality research and analysis from all
fields of communication and media studies.
