15. USA - FTC Settles With Two Sites Selling Bioterrorism Products
(Newsbytes)
As part of its ongoing crusade to purge the Internet of fraudulent
Sept. 11 profiteers, the Federal Trade Commission said Wednesday it
had settled a claim against a Web site that marketed its "colloidal
silver" product as a cure for anthrax.

16. Australia - Telephone sex regulations released for public
comment (DCITA Press Release)
The Minister for Communications, Information Technology and the Arts
released for public comment draft regulations and an accompanying
explanatory statement in relation to telephone sex services. The
proposed regulations will address concerns about the increasing
supply of telephone sex services by overseas based providers, without
appropriate restrictions to prevent access by children. The proposed
regulations will require all telephone sex service providers to be
registered with the Australian Broadcasting Authority (ABA). See

17. China - Beijing reins in media with new rules (Straits Times)
Beijing has issued a new set of guidelines to rein in the country's
media, including ordering a stop to the indiscriminate selection and
sensational presentation of news from the Internet. The guidelines
also ban reports - regardless of how objective they might be - that
could potentially jeopardise the stability of the country, such as
arousing unrest among the people.

18. USA - EFF appeals Web Posting Ruling (Newsbytes)
The Electronic Frontier Foundation (EFF) asked a California appeals
court to overturn a lower court's ruling that a drug company
shareholder who posted critical comments about the company on an
online message board was not protected under a California law aimed

19. Deutschland - Neues einheitliches Mediengesetz im Saarland (dpa)
Das Saarland erhält als erstes Bundesland ein einheitliches
Mediengesetz für Presse, Rundfunk, Fernsehen und elektronische
Medien. Es sieht mehr Selbstkontrolle und Selbstregulierung der
Medien vor. Das Gegendarstellungsrecht bleibt unverändert.

20. USA - Hearings on Digital Movies and Piracy (New York Times)
Michael D. Eisner, chairman of the Walt Disney Company, told a
sympathetic Senate Commerce Committee that only the threat of
government intervention would spur the technology industry to take
the necessary steps to prevent illicit copying of digital movies. see

Kontrolle (Pressemitteilung)

23. The Murky Debate Over an Internet Address Database (New York
Times)
The competing agendas of those interested in finding personal
information on Web address owners have lined up various interest
groups set to do battle over the Whois database. Anyone who registers
a Web domain name must provide a name, mailing address, e-mail
address and phone number. But everyone may not realize that this
information is made available to the public in a searchable database.

24. USA - Defunct Industry Standard Magazine Lives On In Spam
(Newsbytes)
Subscribers to The Industry Standard haven't received the magazine
since it shut down last August. But they could be getting junk e-mail
and other solicitations as a result of their subscription for years
to come, thanks to AOL's Time unit. Time has apparently begun renting
the magazine's subscriber list, which it reportedly picked up at a
bankruptcy auction.

27. EU - Commission welcomes European Parliament's endorsement of
'.eu' Internet domain name (RAPID)
The European Commission welcomes the adoption by the European
Parliament, in its second reading, of its Recommendation on the draft
Regulation to implement the '.eu' Internet top-level domain, allowing
European citizens, organisations and businesses to have '.eu' web-
site and e-mail addresses. The '.eu' Regulation is expected to be
adopted very soon at a forthcoming Council of Ministers meeting. see

28. EU - The Convention and the debate on the future of the European
Union on the Internet (RAPID)
With the opening of the Convention, Internet access to all the
information concerning the debate on the future of Europe now
includes the Convention's website itself, with all the official
Convention documents and the Forum website, which will be the
repository for all contributions from European and national
organisations to the work of the Convention. These two sites are in
addition to the existing arrangements, the general debate portal: the
Futurum site, which provides access to all public and non-
governmental initiatives and the European Parliament's dedicated site
on the future of the EU.
