West: How Turkey Uses Counter-Hegemony to Reshape the Global

Abstract:
Turkey’s global communication apparatus has expanded remarkably since
the 2010s under the rule of the AKP (Justice and Development Party). In
/Talking Back to the West/, Bilge Yesil analyzes the state-run and
pro-AKP commercial entities that disseminate a vast array of
English-language media content—including news, documentaries, and
television series. Yesil considers Turkey’s foreign policy as one of the
drivers of its external-facing communicative activities but goes beyond
the typical public diplomacy and soft power frameworks. Instead, she
unravels the underlying historical and sociocultural vestiges,
demonstrating how various arms of this global apparatus instrumentalize
Muslim identity politics and a civilizational discourse to discredit the
West and position Turkey as a rising power. Although the AKP’s
communication emissaries claim to be decolonizing the West-dominated
international order and advocating for the Global South, Yesil argues
that their mobilization of counter-hegemony is transactional, selective,
and exclusionary. As such, /Talking Back to the West/ provides critical
insights into the politics of Muslim victimhood, the essentialization of
East-West binaries, and the obfuscation of facts with identitarian
narratives.
