Digital literacy, fake news and education

The 2017 COST report on Digital Literacy and Education addressed, across 
Europe, a set of fundamental questions:

A revolution is going on at the very moment you read these words and you 
are repeatedly participating in it every time you log in. As with every 
revolution, the digital one started from a passion, a vision, an urgency 
to spread, and the promise of qualitative changes to come. One such 
change was the recent declaration of the United Nations (2016) on 
considering internet access a basic human right. How spread is this 
right across Europe? Is it the case that the digital is fundamentally 
changing literacy? What is the landscape of digital literacy and 
education interactions across European countries? What challenges does 
digital literacy pose to education in Europe? (Brites, 2017: 
https://www.is1401eln.eu/en/gca/index.php?id=149).

Since the report was published, the issue of fake news has been high on 
the agenda for media and digital literacy academics, teachers and 
researchers and the need for education to offer a preventative antidote 
to the dangers of fake news has been in the public discourse.

Therefore, the editors of this special issue, having been involved in 
the COST network, its research reports and training events, wish to 
collect and publish empirical work from the field of digital literacy as 
the next step in this investigation into digital literacy education and 
also to frame this research in the context of resilience to fake news. 
Whilst the COST reports focus on Europe, this special issue will publish 
research from a broader international scope.

Articles are welcome from members of the ELN COST Action network, 
including the authors of the country reports, from other researchers in 
Europe and from other countries, sharing outcomes of research into 
digital literacy education with regard to fake news.

Whether submitted by COST members or by other researchers, articles must 
relate to the issues addressed by the country reports (background, 
current scope and future objectives for digital literacy) and to the 
issue of fake news (see the country reports at 
https://www.is1401eln.eu/en/gca/index.php?id=149).

En el informe COST de 2017 sobre alfabetización digital y educación en 
Europa se abordaron una serie de cuestiones fundamentales:

En el preciso momento en el que lee estas palabras se está produciendo 
una revolución y usted forma parte de ella cada vez que se conecta. Como 
toda revolución, la digital comenzó a partir de una pasión, una visión, 
la necesidad de propagación y la promesa de cambios cualitativos 
futuros. Uno de estos cambios ha sido la reciente declaración de las 
Naciones Unidas (2016) sobre el acceso a internet como un derecho 
fundamental. ¿En qué medida se ha extendido este derecho en Europa? ¿Es 
cierto que lo digital está cambiando nuestra manera de leer y escribir? 
¿Cuál es el panorama de la interacción entre alfabetización digital y 
educación en los países europeos? ¿Qué desafíos representa la 
alfabetización digital para la educación en Europa? (Brites, 2017: 
https://www.is1401eln.eu/en/gca/index.php?id=149).

Desde la publicación del informe, el problema de las noticias falsas ha 
ocupado un lugar importante en los programas de académicos, profesores e 
investigadores de la comunicación y de la alfabetización digital. La 
necesidad de que la educación ofrezca un antídoto preventivo frente los 
peligros que suponen las noticias falsas se ha hecho un hueco en el 
discurso público.

Por este motivo, los editores de este número especial, que forman parte 
de la red COST y han participado en sus informes de investigación y sus 
cursos de formación, se proponen recopilar y publicar trabajos empíricos 
sobre el ámbito de la alfabetización digital como un paso adelante en la 
investigación de la formación y la alfabetización digitales enmarcando 
esta investigación en el contexto de la resiliencia frente a las 
noticias falsas.

Aunque los informes COST se centran en Europa, este número especial 
publicará estudios realizados con un enfoque internacional más amplio. 
Serán bienvenidos artículos de los miembros de la red European Literacy 
Network (ELN COST Action network), incluidos los autores de los informes 
de los distintos países, así como investigadores de cualquier lugar del 
mundo, con el objeto de compartir los resultados de sus estudios sobre 
la formación y la alfabetización digitales en relación con las noticias 
falsas.

Tanto si los presentan autores de la red COST o cualquier otro 
investigador, los artículos deben estar relacionados con los temas 
destacados en los informes de sus respectivos países (antecedentes, 
situación actual y objetivos futuros de alfabetización digital) así como 
con la cuestión de las noticias falsas (véanse los 228 informes de los

The articles published in the special issue might be empirical, 
research-based investigations into digital literacy education in one 
country or region (anywhere in Cultura y Educación / Culture and 
Education, 2018 Vol. 30, No. 1, 226–229,

Alternatively, they might be international in scope, focusing on 
comparative, intercultural research on aspects of the questions asked in 
the country reports in relation to fake news.

Los artículos publicados en este número especial deben estar basados en 
investigaciones y estudios empíricos sobre la formación y la 
alfabetización digital en una región o país determinado (en cualquier 
lugar del mundo) en el contexto de las noticias falsas. 
Alternativamente, estos pueden adoptar un enfoque internacional, 
centrados en la investigación de aspectos comparativos o interculturales 
de las cuestiones planteadas en el informe del país, pero siempre en 
relación con las noticias falsas.

La fecha límite para la presentación de artículos es: 30 de mayo de 2018.
