1. INTRODUCTION
----------------------------------------------------------------------------

Worldwide, governments are wrestling with a wide range of social and =20
political challenges and they are increasingly looking to innovations =20
in technology, in the institutions of government and in the =20
interactions between government and citizens, to help them meet these =20
challenges. Serving citizens efficiently and effectively, engaging =20
interested parties in decision making, and creating sustainable =20
economies, are among the many ways innovations in policy and practice =20
can directly impact the public value created from any Electronic =20
Governance investment.  To justify continued or new investments in =20
Electronic Governance, decision makers must increasingly provide =20
evidence that the innovations they are supporting create public value. =20
  This year=C3=82=C2=92s conference program encourages participants to push =
=20
thinking on measurement and evaluation beyond current models and =20
techniques and to pay particular attention to the ways research and =20
practice can effectively align electronic governance in
  itiatives with major policy programs to ultimately provide value to citize=
ns.

The International Conference on Theory and Practice of Electronic =20
Governance (ICEGOV) series focuses on the use of technology to =20
transform relationships between government and citizens, businesses, =20
civil society and other arms of government (Electronic Governance). =20
The Series looks beyond the traditional focus on technology-enabled =20
transformation in government (Electronic Government), towards =20
establishing foundations for good governance and for sustainable =20
development.

The 2012 edition of the International Conference on Theory and =20
Practice of Electronic Governance (ICEGOV2012) welcomes research and =20
practice submissions that directly address this theme or generally =20
contribute to strengthening the foundations of the electronic =20
governance domain through the development of theories, methods, =20
techniques, or tools.

The Series, established in 2007, brings together practitioners, =20
developers and researchers from government, academia, industry, and =20
non-governmental (NGO) and international organizations to share the =20
latest in theory and practice of Electronic Governance. After five =20
successful conferences, Macao (ICEGOV2007), Cairo (ICEGOV2008), Bogota =20
(ICEGOV2009) Beijing (ICEGOV2010) and Tallinn (ICEGOV2011), ICEGOV has =20
established itself as one of the leading venues for knowledge exchange =20
among researchers, practitioners, and policy makers.

1)=09A Global Conference - ICEGOV consistently attracts submissions from =20
more than 50 countries, with up to 60% representation from developing =20
and transition countries.
2)=09A Multi-Stakeholder Conference - ICEGOV is well attended by all =20
major stakeholders of technology-enabled innovation in government: =20
government, academia, industry and NGOs.
3)=09A Networking Conference - ICEGOV brings participation from across =20
thematic, national, and development borders, with common interests in =20
transformational use of technology in government.
4)=09A Research and Practice Conference - ICEGOV includes a healthy =20
balance of research-, practice- and solution-related work - looking at =20
technology, at the processes surrounding its implementation and =20
management, or at the wider context of Electronic Governance.
5)=09A Capacity Building Conference - ICEGOV features a rich program of =20
invited talks, sessions, tutorials, workshops, panel discussions, =20
posters, demos, etc. all taught, moderated or organized by leading =20
researchers and practitioners in the area.
6)=09An International Development Conference - The focus on Electronic =20
Governance helps consider how government investments in technology, =20
resulting in expected social and economic benefits, contribute to the =20
fulfillment of sustainable development goals.
7)=09A UN Conference - With international development focus, with United =20
Nations University as the founder of and a force behind its editions, =20
and with several UN organizations being actively involved, ICEGOV =20
exhibits a strong UN character.

In addition, ICEGOV promotes close interactions between government, =20
academia, industry and NGO stakeholders so that each group can =20
contribute to as well as benefit from the interactions with others:

-=09Government - The stakeholders from government can share the =20
knowledge of concrete initiatives as well as lessons learnt and =20
challenges faced when carrying them out. In return, they can learn =20
about the latest research results, and how they are implemented by =20
industry, non-governmental organizations and other governments to =20
address the challenges they face.
-=09Academia - The stakeholders from academia can share the models, =20
theories and frameworks which extend the understanding of Electronic =20
Governance and upon which concrete solutions can be built. In return, =20
they can learn about specific challenges faced by governments, gain =20
access to concrete cases, and identify opportunities to implement and =20
deploy research prototypes.
-=09Industry and NGOs - The stakeholders from industry and NGOs can =20
share technological and socio-organizational solutions to be used in =20
government practice. In return, they can learn about the challenges =20
faced by governments, and the latest research findings available for =20
developing solutions.

The program will include four types of invited contributions: =20
Keynotes, Workshops, Thematic Sessions and Plenary Sessions. The =20
program will also include a Doctoral Colloquium and a series of social =20
events for networking and community building.

2. CALL FOR SUBMISSIONS
----------------------------------------------------------------------------

The ICEGOV2011 Program Committee invites submissions of unpublished, =20
original work =C3=82=C2=96 completed or in progress =C3=82=C2=96 in the form=
 of papers, =20
demonstrations, posters, and tutorial proposals:

1)=09Papers - Completed Work
-=09Research - Providing the results of mature work based on rigorous =20
academic research in one or more aspects of Electronic Governance, =20
with proven or potential capacity to advance the state-of-the-art in =20
the field.
-=09Practice or policy innovations - describing innovations in =20
government with specific attention to case descriptions, analysis, and =20
insights on what was learned within a particular context.
2)=09Short Papers - Work in Progress
-=09Research - Providing the results of work in progress based on =20
rigorous academic research in one or more aspects of Electronic =20
Governance, with promising results.
-=09Practice or policy innovations - describing ongoing innovations in =20
government with specific attention to case descriptions, analysis, and =20
insights on issues and challenges encountered and how they are being =20
addressed.
3)=09Demonstrations - Demonstrating how solutions, possibly obtained =20
through research, are being applied in the practice of Electronic =20
Governance, consequently giving rise to new research.
4)=09Posters - Presenting new ideas and ongoing work related to =20
research, practice or solutions for Electronic Governance, with proven =20
or potential capacity for bridging two or more dimensions.
5)=09Tutorial Proposals - Describing the learning objectives and scope =20
of the proposed tutorial in one of the specific topics of interest =20
listed in Section 3, and what new knowledge and perspectives will be =20
gained by the target audience.

The contributions can originate from: 1) Government - Experiences, =20
case studies and lessons learned while planning, developing, executing =20
and evaluating Electronic Governance initiatives; 2) Academia - =20
Foundations of Electronic Governance, including development, =20
validation and implementation of relevant theories, models and =20
specifications; or 3) Industry and NGOs - Technologies, methods and =20
tools upon which concrete solutions for Electronic Governance - =20
systems, processes, services and organizations - can be built.

3. TOPICS

ICEGOV2012 particularly welcomes: a) contributions that aim to =20
establish connections between research and practice in the area of =20
alignment of electronic governance initiatives with policy programs at =20
local, national, and international levels of government; b) =20
Interdisciplinary papers that show how the impacts of electronic =20
governance initiatives could be measured and assessed, and c) Papers =20
documenting experiences of governments or industry in the =20
implementation of technological or organizational innovations. =20
Particular topics of interest include:
1)=09Emerging measurement and evaluation models and techniques for e-governm=
ent

3)=09Open data

Contributions on any aspect of the lifecycle of electronic governance =20
initiatives from planning, through architecture and implementation, to =20

4. SUBMISSION PROCESS
----------------------------------------------------------------------------

All submissions should conform to the following process:

1)=09Preparation - All contributions should be written in English and =20
prepared using the Word template available at =20
http://www.icegov.org/resources/word.zip, with page limits of: Papers =20
(Completed Works - 10 pages, Short Papers - 4 pages), Demonstrations - =20
2 pages, Posters - 2 pages, and Tutorials - 4 pages.
2)=09Submission - All contributions should be submitted through the =20
conference submission website at =20
http://www.easychair.org/conferences/?conf=3Dicegov2012  by the First =20
Submission Deadline. Authors can submit up to two papers for ICEGOV2012.
3)=09Review - All submitted contributions will undergo a double-blind =20
review by the Program Committee and the authors will be notified about =20
acceptance or rejection decisions by the Notification Deadline.
4)=09Revision - All accepted contributions will have to be revised to =20
address reviewer comments and resubmitted using =20
http://www.easychair.org/conferences/?conf=3Dicegov2012  by the Final =20
submission deadline. Authors will also be required to transfer the =20
copyright of their work as part of the final submission process.

All accepted contributions will appear in the conference proceedings =20
on the condition that at least one author registers before the Author =20
Registration Deadline and presents the contribution at the conference.

5. PUBLICATIONS
----------------------------------------------------------------------------

Like in previous years, ICEGOV2012 proceedings are expected to be =20
published by ACM Press. Selected contributions will appear in a =20
special issue of Government Information Quarterly, published by =20
Elsevier.

6. AWARDS
----------------------------------------------------------------------------

Best Submission Awards will be selected in three categories:

-=09Research - The submission that makes the best contribution to the =20
development of Electronic Governance theories, policies, strategies =20
and action plans.
-=09Innovations in Practice - The submission that presents the most =20
innovative Electronic Governance initiative, with well presented =20
insight, the greatest impact potential on Electronic Governance policy =20
and practice and the overall development context.
-=09Research and Practice - The submission that best links Electronic =20
Governance research and practice - how the practice can be improved =20
through research and how research can strengthen through practice.

7. SPONSORSHIP
----------------------------------------------------------------------------

Authors of accepted submissions will be able to apply for sponsorship =20
to partially cover the costs of attending the conference =20
(registration, hotel or both) with preference given to students and =20
authors from developing countries. At most one application will be =20
accepted per submission.

8. GOVERNMENT INNOVATION EXHIBIT
----------------------------------------------------------------------------

We invite governments to showcase their Electronic Governance =20
innovations as part of the new ICEGOV Government Innovation Exhibit =20
(GIE). The GIE offers governments at all levels the opportunity to =20
demonstrate the accomplishments of their countries Electronic =20
Governance efforts while sharing experiences and insights with others. =20
