Accessing Spaces of Culture: Young People, Culture and Policy in the UK
In August 2008, the Education, Audiovisual and
Culture Agency, in cooperation with the European
Commission funded the Interarts Foundation,
Barcelona to conduct a European study on the
Access of Young People to Culture. The aim of
the study, designed under call no. EACEA72008/01
and in the context of the Action 5 of the Youth
in Action Program (2007-2013) that promotes a
better understanding and knowledge of the field
of culture, was to comprehensively evaluate the
European field as regards the access of young
people to culture and cultural life through
analyses of existing national practices. The aim
was to map the European landscape of
opportunities and obstacles to access and
participation of young people in culture as well
as to consider the impact of such access. In
this paper I discuss some of the key findings
from the UK report. Specifically I consider the
?place? of culture and access for young people
as part of wider national frameworks such as
Every Child Matters: A Change for Children
(2005) Aiming Higher for Young People (2007) and
the Find your Talent Scheme (2008) and consider
how ?access to culture? fits in with other
government priorities such as health, education
and creativity. I also consider how cultural
organisations are responding to such frameworks
and importantly, the various obstacles that
often make young people participating in cultural activities a challenge.
