Political communication and communication policies. The international dimension
Panel convenors: Dr. Claudia Padovani, Dr. Giorgia Nesti, Dr. Arjuna Tuzzi
The Italian Political Science Society is hosting for the first time a panel
within its annual conference on the international dimension of political
communication. In the light of promoting this field of research and
strengthening relations among European researchers we invite European
scholars to submit proposals for presentation.
Transformations due to technological changes in the field of information
and communication, the globalization of information flows and the
developing narrative on the knowledge society, open the field of political
communication to an international and trans-national perspective. Moreover,
technological convergence in the network society and the growing relevance
of the impact of technologies on political processes invite us to focus on
the transformations in governance processes, and more specifically the
governance of communication, at different levels.
In this context the World Summit on the Information Society (WSIS), held in
Geneva last December and now heading to its second phase in Tunis in
November 2005, contributed in defining the communication agenda for the new
century and demonstrated the close connection between the content and
processes dimensions in communication policies.
Internet governance, the digital divide, issues of privacy and security,
ict applications are all issue that deserve further reflection; together
with a focus on how policy-making related to those issues is developing in
terms of institutions, priorities and the involvement of different
stakeholders. This new environment requires new and appropriate methods and
concepts for the analysis of complex phenomena.
The panel welcomes theoretical contributions as well empirical research on
different aspect of international political communication, dealing with the
transformation of political communication due to the impact of new
technologies and the transformation in the governance of communication,
with a special focus on the European experience.
Topics of relevance will be:
Ø Analysis related to the WSIS process: themes, actors involved and
their impact, contested issues and future developments, with a special
focus on the multi-stakeholder approach;
Ø Analysis related to the global and regional governance of
communication (mass media, telecommunication, icts), with a special focus
on European positions within international negotiations on issues such as
cultural diversity, audiovisual trade, digital divide, privacy and security
in the electronic environment;
Ø Trends in EU policies for the knowledge society, with a special
focus on the social and cultural dimension, in the context of the enlargement;
Ø Analysis focusing on the transformation of the European public
sphere due to technological changes: the role of traditional and new media
in the definition of spaces for discussion and participation and the role
played by non-state actors in the definition of EU policies in the field of
communication;
Ø Analysis related to the use of new technologies by social movement
and civil society organizations in the development of trans-national
connections and communities at the European and global level.
Italian and international discussants will comment on the papers. Abstracts
can be presented either in Italian or English. According to the
participants, sessions will be conducted in English.
We plan to have a poster section for young scholars (doctoral students and
young researchers)
