Location: Ispra (Varese), Italy
Contract: 3+3 years

The jobholder will join an interdisciplinary and multicultural team of researchers and contribute to the JRC’s research portfolio on *Monitoring and Shaping the Digital Transition*. S/he will work at the intersection *between scientific research and policymaking*, to support the development and implementation of the Data Act, Data Governance Act and other data-related policies.

S/he will investigate innovative and emerging data practices, data governance models and related concepts, which are at the forefront of European policymaking in the field of data and AI. S/he will join the team working on inclusive data governance, researching issues such as data intermediaries, data sharing for public interest and human-centric local data ecosystems.

Candidates with a keen interest in supporting EU digital policies should have the following experience/skills (essential):

  * A university degree in the *social sciences,* such as sociology,
    economics, political science or another field relevant to the
    position and at least 3 years relevant research experience with a
    particular emphasis on applied work in the area of information
    society, governance and innovation, technology diffusion and
    adoption, and/or the social implications of big data and information
    communication technologies
  * Familiarity with the regulatory framework in the EU related to data,
    with a focus on the *European Strategy for data*;
  * Very good (C1) knowledge of English.

Specifically, the work may involve:

  * designing research tasks to provide evidence in support of policies
    related to data sharing and innovation;
  * conducting literature reviews and empirical research about data
intermediaries, data altruism, and inclusive data governance approaches;
  * contributing to the organisation of workshops to collect evidence
    from practitioners in the field of data sharing and data governance;
  * drafting in-depth analysis reports in the framework of the EU data
    strategy, with a focus on the Data Governance Act and the Data Act
    proposal;
  * drafting succinct policy briefs translating the analytical results
    into policy recommendations;
  * contributing to briefings and delivering input on short-term
    requests from key partners (under the supervision of responsible
    team leader);
  * strengthening networks of international researchers and research
    centres;
  * drafting scientific publications and reports for a variety of
    audiences (experts/scientists, policy makers, the general public);
  * defining and following up external studies or service contracts.


The candidate should be able to work independently within the framework of the team and be open to collaborate with other teams in the research portfolio. S/he should also have a creative capacity for exploratory initiatives and be ready to propose and test new data, methods and indicators aiming to make more data available for use in the economy and for public interest while keeping companies and individuals who generate the data in control. Finally, the candidate should show an interest in EU policies as well as the flexibility to address new policy questions, adapting to constraints imposed by the policy agenda. S/he will work in close collaboration with a wide range of partners, including policy experts in the European Commission, e.g. in DG CONNECT, external researchers and scientists, and other various stakeholders in EU Member States and civil society organisations.

The current vacancy is in the *Digital Economy Unit *of the Directorate for Digital Transformation and Data. The unit studies the current and emerging facets of digital transformation, and its impacts on the European economy, society and environment, in support of EU digital policies. In particular, the unit provides techno-socio-economic research on the impacts and strategic role of digital technologies, data and digital platforms for the economy and society, as well as on digital skills and digital education, and the modernisation of the public sector.
