On this occasion, the Conference is being jointly organized by the 
*University of Limerick* <http://www.ul.ie/> in Ireland and the 
*University of Baltimore* <http://www.ubalt.edu/index.cfm> in the USA, 
in association with the *University of Dar es Salaam* 
<https://www.udsm.ac.tz/> in Tanzania and *Makarere University* 
<https://www.mak.ac.ug/> in Uganda. ____

The GCTR is the preeminent conference bringing together leading scholars 
from throughout the world to collectively advance our understanding of 
the impact and implications of transparency policies that involve 
governments, either directly or indirectly.____

Contributions are invited with a theoretical, normative or empirical 
focus, discussing issues such as: ____

·Transparency and governance____

·Transparency and the IOT____

·Open government and e-government____

·Ethical Leadership and Organizational Transparency____

·Transparency and corruption____

·Transparency and NGOs____

·Transparency in the EU____

·Fiscal transparency ____

·Transparency, open data, and accountability____

·Transparency, open data, and privacy____

·Transparency, open government, and social equity____

Proposals (papers and panels) for the conference, on these themes are 
due on or before January 15, 2017.  Notifications of acceptance will be 
provided by  February 15, 2017, with final papers and panel submissions 
due by June 5, 2017____
