*Challenges for influence, lobbying and governance: from social networks
to social change.*

 From Brussels to New Delhi, a Comparative Study.


Actual governance deals with digital networks, with influence and
lobbying and with efficiency and accountability.The whole process of
governance is embedded in modern days in a network of digital tools and
networks.

Influence and lobbying are practices issued from global stakes and
social networks. Influence refers to communication devoted to spread
ideas. Lobbying refers to the legal aspects when devoted to changing a
law according to a group’s interests, at least in European institutions.
In this project, we consider the existing lobbying regulation, rules and
procedures in Brussels as a model.

Research on NGOs dealing with social change underlines their lack of
efficient strategies for being able to reach and impact the policy
makers. An important reason for this is that when devoted to social
change on local or global topics, many NGO’s are reluctant to use the
same tools, strategies and methods as adopted by the corporations,
business bodies or even States.

Our topicis: can we define and evaluate efficiency procedures for
citizen driven organizations doing influence and lobbying. NGO would get
better results by using competitive intelligence approach, providing
facts checked reports and delivering coherent messages through social
networks.

In a comparative perspective, we would like to study how NGO based in
India work and develop their relations with policy makers as well as
people at large. It is then useful to work on these perceptions and
representations by comparing them to European ones.

Moreover, to the best of our knowledge, the academic and professional
studies of lobbying and lobbying processes in India have not yet been
undertaken in a systematic and structured manner.

The expected goals to be achieved by the Project are:

1.Contribution towards developing a better framework to understand the
perception and the procedures of lobbying done by NGO’s in Europe and in
India

2.Proposing a comprehensive model to analyse NGO’s actions. We have
already conducted case studies with Control Arms case and Intermarché
case showing efficacy of social actions for social changes. The goal of
this project is to pursue this analysis in order to develop a robust
framework for influence and lobbying procedures devoted to social change.

Titles and abstracts for papers (250 words max) are invited by May 5th
2015. Please send submissions to the email address
(olivier.arifon /at/ ulb.ac.be) with the subject line “Social_change_your_name”
and with the full title, abstract, and your name and professional
affiliation attached in a word document.

Reviewers will conduct a double-blind review process. Articles will be
20 to 30 000 signs.

The project, in French and in English, will be edited in the two countries.

It will be presented at CNRS editions. India publisher is Lakshi
publishers. It has recently completed 10 years in publishing with a
track record of publication in all subjects though focus has been on
linguistics and languages. Lakshi publishes journals in the field of
Education and Linguistics.

Translation for both languages will be provided.


Prof. Olivier Arifon, Consultant on communication, Influence and
lobbying, Point of View ASBL, Research fellow at Université libre de
Bruxelles, on lobbying for social change.From January to June 2015,
visiting professor at Jawaharlal Nehru university, Delhi on
communication for social change.

Dr. Sushant Kumar Mishra, associate professor, Centre for French and
Francophone studies, JNU, Delhi, has taught at the linguistics
department in Banaras Hindu University, Varanasi, and Translation
Studies in English and Foreign Languages University (Lucknow Campus),
has been associated as Faculty with National Translation Mission,
Central Institute of Indian Languages, Mysore.
