Please note that *submissions (in the form of full papers) are expected
by 15^th December 2015.*

As part of the European Commission's Digital Single Market strategy, the
AVMSD review began in 2015 and legislative proposals are due to be set
out in 2016. Main frameworks are focusing on the redefinition of the
scope of services covered, the harmonisation of legal obligations
between traditional broadcasters and on demand service providers, and
the rediscussion of the "country of origin" principle. Parallel work on
modernizing the copyright rules to fit the new digital revolution and
define online platforms is also a main issue.

Conditions in the very fragmented European audio-visual market also
raises questions about the extent to which economies of scales could be
derived from greater cooperation among players. The European telecom
sector already engaged in a concentration process and US media
conglomerates and Internet giants are knocking at the door.

Questions touched upon by the special edition include:
• How could potential copyright reforms extend to the overall
audiovisual sector? What could be the right balance between protecting
right holders’ revenues and guaranteeing access to consumers
• How best can or should policymakers safeguard and promote cultural
diversity across Europe? To what extent are there special roles to be
played by PSB and independent producers?
• Are we at the beginning of a new era in terms of financing? Will
Internet video services be a driver for the creation of an audiovisual
single market or a vector of value destruction in the industry?
• In the context of the globalization of the video industry, is there a
need for concentration in the European Union, both for producers and
broadcasters?
