[ecrea] Call for Candidacies for Executive Board - 2 weeks left

At the 4th European Communication Conference, 24-27 October 2012 in
Istanbul, the new ECREA Executive Board will be elected by the General
Assembly.
ECREA would like to invite its members to put forward their candidacies
for the new Board. The call for candidacies is open until *24 August 2012*.
Candidates for the Executive Board should send the following documents
to the election committee, consisting of Pertti Hurme
((pertti.hurme /at/ jyu.fi)) and Claudia Alvares ((claudia.alvares /at/ ulusofona.pt)):
- A position statement
- A short CV
- A copy of ID-card or passport and an official document confirming
their residency
- A statement specifying which position the candidate is running for
(President, Vice-President, Treasurer, General-Secretary or regular
Executive Board Member)
The candidacies will be publicly announced by 24 September 2012. A
candidate for the Executive Board is elected by simple majority at the
General Assembly. After the elections, the handover and training for the
new Board will be organized by the outgoing Board on 28 October 2012 in
Istanbul. The candidates for the new Board are encouraged to plan their
trip to the ECC 2012 accordingly.
The election of the Executive Board takes place in two stages. During
the first phase, which is the subject of this call, a maximum of 12
members will be elected by the General Assembly in Istanbul. In the
General Assembly, ECREA members can vote for one candidate from the pool
of candidates and the 12 candidates who get the highest number of votes
will be elected. (The voting procedure is described in detail in the end
of this message.) The first phase is organized by the election
committee, which was nominated by the ECREA Executive Board and, as
already mentioned above, consists of Pertti Hurme (as a current
Executive Board member) and Claudia Alvares (as a non-Executive Board
member of ECREA).
In the second phase, a new General Assembly will be convened to elect
the Networks representative, the Sections representative and the
Temporary Working Groups representative. These three representatives in
the Executive Board cannot be elected in Istanbul, as the Networks and
Sections are having their own management staff elections there. The
second phase of the Executive Board elections will, therefore, be
organized by the new Executive Board after the ECC 2012.
In accordance with the ECREA Statutes (article 12) and Bylaws (article
7), a number of current board members cannot run for candidacy at the
next election, including the current President François Heinderyckx, the
Vice-President/Treasurer Nico Carpentier and the General Secretary
Tamara Witschge.

ECREA Executive Board Voting Procedure
Read in conjunction with:
- ECREA Statutes (Articles 7, 9, 10, 12 and 13)
- ECREA Bylaws (Article 11)
1. The ECREA Executive Board is elected by the General Assembly. ECREA
Working Members (coordinators of institutional members and individual
members, who are active members, i.e. have paid for ECREA membership fee
in the election year) have the right to vote. Members through an
institution and associate institutional members can attend the General
Assembly in an advisory non-voting capacity.
2. The voting ballot (a sample in Appendix A) is a simple list of
candidates for the ECREA Executive Board, in the form of a table,
combining their names, with the function in which they have expressed an
interest (President, Vice-President, Treasurer, General Secretary), and
a "yes"/"no"/"abstain" voting option (for each candidate). The elections
are for the 12 positions in the Executive Board, and the candidates'
preferences for specific functions are only indicative.
3. Each coordinator of the institutional member and each individual
member votes for*each* candidate.
4. Each vote can be "yes"/"no"/"abstain".
5. Votes from institutional members (institutional coordinators or their
proxies) count as 5, votes from individual members (or their proxies)
count as 1. The 5 votes of the institutional members are inseparable.
6. If none of the "yes"/"no"/"abstain" options next to a candidate's
name is ticked, the vote is automatically considered as an abstention
vote for that specific candidate.
7. If more than one of the "yes"/"no"/"abstain" options next to a
candidate's name is ticked or if other marks or text are added, the vote
for this specific candidate will be counted as invalid. Other votes, for
other candidates, on the same ballot (if they are correct) still count
as valid.
8. The *_first_* (but not only) requirement to be elected is to have a
majority of "yes" votes -- this means more "yes" than "no" votes
(abstentions and invalid votes are not counted). If a candidate has more
"no" than "yes" votes, s/he cannot be elected. Should a candidate obtain
the same number of "yes" and "no" votes, the presidential vote decides.
In case the president has abstained, s/he will vote again, "yes" or
"no". That vote will decide.
9. From the candidates that have more "yes" than "no" votes (see the
first requirement in point 8), only the 12 candidates who obtain the
highest number of "yes" votes will be elected.
10. In case of an/ex equo/ for position number twelve, the presidential
vote decides. In case the president has abstained, s/he will vote again,
"yes" or "no". That vote will decide.
11. The positions of President, Vice-President, Treasurer and General
Secretary will be decided upon by the new elected Executive Board
members at their first meeting after the elections. This first meeting
will be chaired by the most senior member present until the President is
elected. Nevertheless, candidates already announce their intentions when
they announce their candidacy, and this information will be included in
the voting ballot.
12. Proxy voting: ECREA individual and institutional members (termed
here "ECREA Working Members") can be represented at the General Assembly
by any ECREA member by way of a written and signed proxy (see Appendix
B) delivered to the General Secretary before the votes or elections.
Only ECREA members (as indicated onhttp://www.ecrea.eu/memberlist)
can represent ECREA working members (individual members or coordinators
of institutional members). An ECREA member can represent only one ECREA
Working Member, institutional or individual.
13. The elections are supervised by the Election Committee. The counting
of the votes is done by the Election Committee. They can call upon
members of the bureau/board, or any other ECREA member to assist them,
as long as these members are not running for (re-)election.
