Open discussion with participants
Note: The need to substantially improve the participation of the public 
sector in the Information Society is a key challenge for a strong step 
forward to implement the Lisbon strategy. The Associations of Local and 
Regional Governments will present their visions on this hot issue. The 
vision from the side of a national government  will be presented by CNIPA 
that has promoted the eGovernment regional centres of competence throughout 
Italy. The other aspect of the session is the II World Summit of Cities and 
Local Authorities on Information Society in Bilbao (November 2005). An open 
discussion of 30 minutes on these two issues will draw conclusions for the 
EISCO 2005 declaration. Participants are encouraged to register previously 
for the debate.

Note: the main target for the parallel sessions is to present best European 
practices, which could inspire local and regional public administration in 
new member states to stimulate implementation of projects and initiatives 
that could be financed by the EU structural funds in the new Member States.

Note: The PRELUDE Challenge has organised 7 European clusters for 
innovation, where Local innovators from Universities, ICT companies and 
local administration cooperate with a common programme. The session will 
present some practical results of this work and the model being followed to 
promote clusters in a local and regional dimension, contributing to the 
integration of regional research and innovation in ERA (European Research 
Area) and the participation of public administrations in the DG Information 
Society Programmes of the European Commission. The Scientific Committee for 
Research and Innovation (SIR) of the Prelude Challenge will be presented. 
Its aim is to contribute from a regional perspective to the integration of 
regional R & I in ERA (European Research Area). Participants will be 
encouraged to register previously for the open discussion of 30 minutes 
that will conclude the session.

Note: The enlargement of the European Union to 25 countries has produced 
significant changes in the regional development and employment policies of 
the European Commission. On the other hand, the European regional networks 
have re-discussed their cooperation strategies in the new context  and 
developed new policies to make use of the opportunities that are being 
discussed within the EU. The session will draw on these developments and 
present some outstanding regional experiences. Participants will be

Note: Opinion leaders from the public and private sector  will debate on 
this key issue for the success of i2010 and the Digital Solidarity Agenda 
for Cities and Local governments that will be discussed in the II World 
Summit of Cities in Bilbao (to implement the WSIS declaration of principles 
adopted by the UN in Geneva, Dec.2003). Mainly a problem of resources and 
political will on the public sector side, as well as of convincing  the ICT 
private sector to invest time and resources on innovative partnerships 
enabled by local and regional governments.
The last 15 minutes  of the panel will consist in an open discussion with 
the public.

2005 declaration, followed by the presentation of the next EISCO Conference 
in  the City of Hameenlinna, Finland.
