[eccr] Eastern Europe joins EU data exchange network

Eastern Europe joins EU data exchange network

Administrations in the Czech Republic, Latvia, Poland, Romania and
Slovenia should be able to exchange data with European Union member
states on how to comply with EU directives, and other countries are set
to follow suit.
