Panel 12.1: The Meanings of Intersectionality in EU Public Policy
In the European Union, intersectionality has gained visibility in recent
years, particularly in the context of gender equality policy-making. The
European Commission’s Gender Equality Strategy 2020–2025 positions
intersectionality as a vital approach to advancing gender equality. The
European Institute of Gender Equality (EIGE) identifies it as “one of
the major gender equality challenges in the European Union for the next
fifteen years”. However, while its importance is widely acknowledged,
its meanings and applications in public policy remain subject to debate.
How is intersectionality interpreted, adapted, and negotiated in
different institutional and social contexts across the EU? How do public
policies operationalise intersectionality in practice, and what
challenges arise in its daily implementation?
This panel invites contributions that explore the multiple
understandings of intersectionality in public policy, focusing on its
negotiation and application in various spaces across the European Union.
We seek perspectives that critically examine:
- How intersectionality is framed and understood in different policy
domains.
- The institutional and structural challenges in applying EU
recommendations on intersectionality.
- How intersectionality is translated into practice in public
institutions, higher education, and civil society.
- The tensions between intersectionality as a transformative concept and
its instrumentalisation in policy-making.
- Case studies on the successes and failures of intersectional policies
in different European contexts.
We welcome theoretical, empirical, and interdisciplinary approaches that
engage with policy analysis, discourse studies, sociology, political
science, law, and related fields. Contributions may focus on national,
regional, or EU-wide perspectives, as well as comparative studies.
Communication and Media Studies scholars are welcome to take part in
this panel.
