Call for papers for International Conference on

Intellectual Property Rights, Communication and the Public Domain in
the Asia-Pacific Region

14-17 December 2004

Brisbane, Australia


With globalisation and changing technological environments fuelled by
continuous innovation, we are currently living in an information
society where a wealth of knowledge and information is available at our
fingertips simply by clicking the mouse and cruising the ³information
highway² in search of the many Internet and World Wide Web sites,
databases, and other information services. However, the continuous
knowledge creation and technology developments also provide
opportunities for multinational corporations to search for markets and
profits by employing Intellectual Property as an essential tool of
wealth creation. The overarching concern is the manner in which ideas
and knowledge, both old and new, are being rapidly enclosed, privatised
and translated into intellectual property that is available for a fee.

We believe that access to knowledge and public control over the use of
knowledge is essential to the democratisation of communication. Given
the premier role played by old and new media in the mediation,
appropriation, manufacture, dissemination of ideas and knowledge, the
current attempt to monopolise and privatise creativity and innovation
are bound to have a detrimental effect on diversity, human creativity
and quality of the global commons. Increasingly, heated scholarly
discussions have been focused on key issues and trends in Intellectual
Property Rights (IPR) as they relate to media and communication at
three levels: Traditional communications, Mass media, and Digital
media.

This conference invites papers that address the complexities of IPR
from the perspectives of political economy, culture, convergence, mass
communication, journalism, and technology diffusion, including
data-based studies reporting on empirical research, theoretical or
programmatic research papers, syntheses of several related studies or
reviews of important bodies of research. Papers reflecting diverse
theoretical perspectives and both quantitative and qualitative
methodological approaches are encouraged. Topic areas are broadly
defined as, but not limited to, the following:


¬    The potential of the Internet in de-centralizing control of knowledge
and ideas.
¬    The role of old media and new technologies in reinforcing community
and in the extension of democracy and the empowerment of ordinary
people.
¬    Key issues and trends in IPR as it relates to media and communication.
¬    Mapping IPR with the creation and sustenance of new spaces for
cultural creativity and innovation in the global domains.
¬    The impact of IPR on Traditional communications, Mass media and
Digital media.
¬    IPR and the democratisation of knowledge in the public domain.
¬    IPR reform in the context of digital networks.
¬    Copyright in the new world of electronic publishing.
¬    Copyright and distance digital education.
¬    Database protection and access to information.


General guideline for all submissions

Deadline: Please submit all papers, extended abstracts and panel
proposals as MS Word attachment to Dr Shuang Liu at (s.liu1 /at/ uq.edu.au) by
31 July 2004. If extenuating circumstances preclude your submitting
online, or if you have specific questions regarding the submission,
please contact the conference organiser in advance of the submission
deadline to allow for needed special arrangements. The following
guidelines apply to ALL submissions:

Eligibility: You do NOT need to be a WACC member to submit a
paper/proposal for the conference. For membership and other information
about WACC please visit

Conference registration: If your paper/proposal is accepted for
presentation at the conference, you will be notified and must then
register for the conference and pay the conference registration fee of
US$ 100. Online registration for the conference will be available on
the WACC home page (http://www.wacc.org) and on the School of
Journalism and Communication, UQ home page
(http://www.uq.edu.au/journ-comm) beginning in early September 2004.

Email address: Please provide your email address when making the
submission. The conference relies on emails for contacting
participants.

Categories of submissions

Three categories of submissions may be accepted: full papers, panel
session proposals, and workshop proposals.

Full papers: Maximum length is 25 pages (double-spaced) plus tables and
references.

Panel proposals: Panel proposals reflecting the conference theme may be
submitted. All panel proposals should provide a 400-word rationale and
150-word abstract of each participant¹s paper.

Workshops: Workshop proposals relevant to the conference theme and
expected to draw good audience may be submitted. Proposal is expected
to be 3-5 pages in length, single-spaced.




Paper distribution

The conference will have a web-based paper distribution system. All
conference registrants will have automatic access to all papers from
the conference. Papers distributed through the web-based system will be
those submitted and accepted for presentation. Non-attendees can
purchase a CD-ROM containing all accepted papers. Fees will be used to
support the conference expenses.

The Colleges: The conference will be held in either Women¹s College or
Emmanuel College located on the St Lucia Campus of the University of
Queensland. Both colleges enjoy a prime location between the Brisbane
River and the University Lakes. The attractive, clean, and peaceful
surroundings attract many favourable comments. The St Lucia village,
with shops, post office, and coffee clubs, is within walking distance.

The approximate cost for accommodation (Single-room with twin shared en
suit; or self-contained apartment) and board (breakfast, morning tea,
lunch, afternoon tea) per person is USD100 per day.

GMT all year round.

Residents and visitors to Brisbane enjoy a wide range of landscapes and
lifestyles. The inner-city metropolitan Brisbane is traditional and
modern architecture. The Pacific The Gold Coast on the south side has
its well-known surf beaches. North is the seaside town of Redcliffe,
the rainforest and picturesque countryside of Pine Rivers, Glasshouse
Mountains. The Sunshine Coast towns and hinterland are popular holiday
spots.
