[Commlist] Call for book chapter proposals: LexCAV-The impact of the current Law 13/2022 on the audiovisual sector

We invite research teams and scholars to submit chapter proposals for
the upcoming edited volume LexCAV - The impact of the current Law
13/2022 on the audiovisual sector: towards a proposal for modification
to combat the digital exclusion of the co-official languages, to be
published by Peter Lang. Prospective authors are encouraged to address
key topics such as independent production, VOD regulation, minority
language quotas, gender representation, accessibility, and financing
obligations under Law 13/2022.
Short abstracts (250 words) are due by May 18, 2026, and should clearly
indicate how the proposed chapter aligns with the volume’s core themes.

About this book
This volume is part of the research project: “LEXCAV. The impact of the
current Law 13/2022 on the audiovisual sector: towards a proposal for
modification to combat the digital exclusion of the co-official
languages”. Current funding reference: PID2022-142353OB-I00 (Ministry of
Science, Innovation and Universities – State Research Agency),
coordinated by the principal investigators: Antía López Gómez and
Enrique Castelló Mayo.
This research project aims to carry out a quantitative and qualitative
assessment of the impact on the audiovisual sector of the General
Audiovisual Communication Law 13/2022, of 7 July, with special attention
to independent audiovisual production in those geographical and
linguistic contexts that share official status with Spanish, such as
Galician, Basque and Catalan. The purpose is to identify the main
strengths and weaknesses of the Law, proposing as many improvements as
possible for a linguistically diverse and digitally inclusive society,
with dissimilar sectoral routines —largely independent— that the Law
overlooked, both in the orchestration of its principles and in the final
materialisation of the document approved through parliamentary proceedings.
This volume seeks to bring together leading international academics and
professionals to address the main advances, challenges, and future
directions in the field, discussing key topics that include:
Independent producers: definition, consequences, and protection
under Law 13/2022 for this type of company.
VOD platforms: regulation, obligations, and duties.
Co-official languages: percentage of presence in catalogues and
alternative regulations to achieve their visibility and prominence.
Minimum production quotas.
Gender: representation in legislation, trends in the presence of
women in different positions whithin audiovisual production in Spain.
Delocalisation: local legislation versus multinational companies
based in other countries. Reality versus regulatory possibilities.
Advance financing: financing obligations established by the law,
compliance with these obligations, and their impact on the Spanish
audiovisual sector and its production.
Protection of minors: strategies, sanctions, and degree of
compliance with regulations.
Advertising regulation: strategies, sanctions, and degree of
compliance with regulations.
Accessibility, subtitling, audio description, and dubbing of
audiovisual content.
Regulation versus co-regulation or self-regulation. Success or
failure of the co-regulation and self-regulation proposed in Law 13/2022
for public and private companies compared to the clear obligations
established in the law.
Transparency: the role of supervisory bodies in enforcing Law
13/2022, public audits, and citizen access to data.
The future of the Spanish audiovisual sector within the current
European framework and proposals for improving legislation to address
existing difficulties.
Through these efforts, our aim is to build bridges between 'pure'
scientific research and the practical realities of the Spanish
audiovisual sector.
Call Details, Submission Guidelines, and Timeline:
This book project will follow a 2-step review process. Prospective
authors are invited to submit a chapter proposal, no later than May 18,
2026. Based on a short abstract proposal, the editorial team may invite
the authors to submit a full chapter manuscript, no later than May 25,
2026. The chapter proposals should include a title, authors,
affiliations, chapter abstract describing the content of the chapter
(250 words, keywords, and 2-3 sentences describing how the chapter fits
the theme of the book volume and at least one of the key topics as
stated above.
Note: The proposed chapter should be a previously unpublished work.
All manuscripts should be sent to Enrique Castelló

Upon acceptance the full manuscript should be completed not later than
July 6, 2026. Guidelines for preparing chapters will be sent to authors
upon acceptance of the chapter proposal. Comments to authors will be
returned by July 31, 2026. Finalized full chapter manuscripts are due
not later than September 30, 2026.
We plan to publish this volume at the end of 2026.

The accepted chapter should be within 15-20 pages.
We encourage authors to submit their proposals in order to jointly
contribute to the advancement of knowledge regarding the practical
realities of the Spanish audiovisual sector.
