EXCHANGING EXPERIENCE AND LEARNING LESSONS

We would like to invite you to our research dissemination and knowledge
exchange event on Cities of Culture: Exchanging Experience and Learning
Lessons at the University of Liverpool on 22nd and 23rd June 2016.
European Capital of Culture and UK City of Culture programmes are
emblematic of the contemporary deployment of culture as a potentially
curative force in public policy, charged with transforming the social
and economic fortunes of the contemporary city. This event brings
together key figures from past, present and future European Capitals of
Culture and UK Cities of Culture, along with academic researchers, in
order to share learning and develop reflective perspectives on the aims,
impact, legacy and future of Capital/City of Culture initiatives. An
interactive workshop format will facilitate discussion between those who
have delivered and experienced cultural programmes, those who have
evaluated cultural programmes and those who are in the process of
designing cultural programmes.

Explanation of the event
In public policy culture is viewed as possessing curing qualities that
can help transform the social and economic fortunes of the contemporary
city; this is particularly evident with regard to the European Capital
Culture (ECoC) and UK City of Culture (UKCoC) programmes. Given this, in
an era of austerity securing major cultural events has become a
strategic priority for city leaders. However, there are some interesting
debates on the design and delivery of cultural events and here we
provide a forum for debate and dissemination on the experiences of
previous cities of culture. It is not intended to be a seminar driven by
academic research, rather we see it as an interactive workshop
facilitating discussion between those who have delivered and experienced
cultural programmes, those who have evaluated cultural programmes or
those who are in the process of designing cultural programmes.
Essentially, we see it as developing dialogue between those who are/have
been involved – in its broadest definition - in cities of culture. It is
an opportunity for participants to exchange experiences and learn
lessons from each other so this necessitates exploring the comparative
experiences of cities from the UK and Europe.
This seminal event is important in the learning curve for future cities
of culture, and especially for those involved in, exposed to and
affected by such high profile events. Here we will focus on the key
issues surrounding the planning and implementation of cities of culture;
more specifically, it is about knowledge transfer and how future cities
of culture can learn from previous incumbents. This would have benefits
in terms of the exchange of critical know-how, and the experience of the
steep learning curve that is delivery of a high profile cultural event
with high expectations. In addition to the insights of those involved in
design and delivery, there will also be academic input with regard to
external evaluation of “success” and what this means for different
social, economic, gendered and ethnic groups in the city, and
differential interpretations of impact and legacy. Such a dialogic
exchange will place knowledge in-time regarding the unfolding of new
cities of culture programmes.

2013 UK CoC
This session will discuss the core objectives of the respective cultural
events in both cities, and what they anticipated would be delivered in
terms of social outcomes and economic outputs. Here speakers focus on
how culture would transform Liverpool and D~L, and the range of
socio-economic benefits that would emerge. The aim is to stimulate
debate on what cities of culture are charged with achieving.

Practitioner and people perspectives: Liverpool and D~L
This session is about teasing out the variable interpretations of
success, impact and legacy in Liverpool and D~L. We move beyond what was
promised in the bid documents, to listen to the experiences and views of
those involved in delivering the events, those charged with impact and
legacy and actual recipients – i.e. local people. Participants will
share and debate their differential experiences of a cultural event.

Legacy and lessons from Liverpool and D~L
This session draws on the findings of extensive research projects on
Liverpool (Impacts08) and D~L (Leverhulme13). Here academics will
augment the experiential content of previous sessions with a discussion
of their key findings. In particular they intend to stimulate debate on
the curing qualities of culture, and what is realistically achievable
from cities of culture events.
