Introduction
Governments across the world are rapidly transforming to Internet to =20
provide public services and public administrators are increasingly =20
implementing various strategies to enable this transformation. The =20
move towards e-governance not only impacts the efficiency and =20
effectiveness of public service but also has the potential to =20
transform the nature of government interactions with both individuals =20
and businesses. E-governance includes both e-government (delivery of =20
public service) and e-democracy (citizen participation in governance). =20
In the development of e-democracy, information disclosures and two-way =20
communication are prerequisites for establishing and sustaining a high =20
quality of political debate. The Internet is also a convenient =20
mechanism through which government can conduct citizen-participation =20
exercises with the potential to decentralize decision-making. The use =20
of information and communication technology also facilitates effective =20
public reporting by the government to
ensure an informed citizenry.

Objective of the Book
The proposed publication will focus on how governments across the =20
world engage their citizens online and the resulting impact on =20
citizens. The book will consist of chapters from academicians and =20
practitioners on online civic engagement that specifically examine how =20
e-governance facilitates =E2=80=93 online public reporting by governments to=
 =20
their citizens, online citizen participation in decision-making and =20
citizen satisfaction with e-governance. The book will focus on issues =20
and challenges involving adoption and implementation of online civic =20
engagement initiatives globally, and will help guide governments in =20
their transformation to e-governance.

Target Audience
The prospective audience for the edited book will be academicians, =20
practitioners, and government officials primarily in the information =20
technology and e-governance field across the world. Another audience =20
would be scholars and practitioners from the fields of civic =20
engagement, performance management, public relations, and related =20
fields. The publication will be used in academic libraries, and will =20
form part of the curriculum for courses relating to e-governance, =20
civic engagement, citizen participation, public relations, and =20
performance measurement among others. In addition to existing =20
publications, the proposed book will provide a unique focus on public =20
reporting/e-reporting and citizen satisfaction with online governance =20
along with online citizen participation.

Submission Procedure
Researchers and practitioners are invited to submit on or before March =20
15, 2010, a 1-2 page chapter proposal clearly explaining the mission =20
and concerns of his or her proposed chapter. Authors of accepted =20
proposals will be notified by April 1, 2010 about the status of their =20
proposals and sent chapter guidelines. Full chapters are expected to =20
be submitted by July 15, 2010. All submitted chapters will be reviewed =20
on a double-blind review basis. Contributors may also be requested to =20
serve as reviewers for this project.
