Participatory Governance: Civic inclusion and
community empowerment. The role of mediated initiatives.
8/9 10:30 - 10/9 04:00 2009, Pappersbruket, Osby, Southern Sweden
A DOCTORAL COURSE
Course leader: Professor Thomas Tufte, Roskilde
University and Associate Professor Norbert
Wildermuth, University of Southern Denmark
COURSE DESCRIPTION
One of the major challenges in processes of
social change and democratic development today is
to secure inclusive processes. This implies an
ideal that all groups of society have the right
to participate the change and development of
society. It implies that everybody feels in some
way included, have a say in decisions influencing
their lives, and that they see a way forward in
their individual and collective development.
With the advent of web 2.0 and with the spread of
mobile phones in many countries, not least in
developing nations, conditions for and processes
of citizen participation, public debate and
social critique seem to be changing. Combined
with the further spread of more traditional media
as tv and radio in particular, improved
conditions for participatory governance seems right at hand.
However, what is really happening out there? How
is citizen participation in governance processes
taking place? What characterizes the public
debate and to which degree does social critique
occur, and at what price? And in the midst of
these fundamental questions of democratic
development, citizenship and social change, what
role are the media and are communication
practices playing in enhancing ? or not - these processes?
Through the prism of academic debate and analysis
we hope with this PhD course to shed some light
on definitions of and relations between media
development, communication spaces and practices,
civil society development, decision-making,
policy implementation and ordinary citizen?s ability to engage in society.
By establishing a platform where PhD students can
meet and debate with a group of experienced
researchers from both Europe, Africa, Latin
America and USA, we hope to provide challenging
perspectives and gain insights regarding some of
the questions raised above. The group of
lecturers bring with them substantial experience
from many corners of the world. We hope the
course attracts PhD students with similar
international orientations from whatever corner
of the world you come from or find interesting.
What will unite the variety of empirical foci are
the theoretical and methodological questions.
This Ph.D. course will consequently be organized
around some of the current theoretical debates
which delineate this exciting research field - a
research field whose epistemological drive lies
in exploring the relation between media and
communication practices, agency and social change processes.
COURSE DYNAMICS
The course will be organised primarily around two modalities:
1. Keynote lectures combined with key readings to each lecture.
2. Presentation, commenting and discussion of Ph.D. projects.
