*The book explores the overlap of politics, public policy, and digital
development in Korea. In particular, this book traces changes in the
nation's communication policy and ICT landscape under different
political administrations between 2000 and 2023. During this period,
the global communication market has experienced several turbulent
events, such as a Dot.com bubble, the emergence of the information
society, the mobile revolution and the debate on governing artificial
intelligence (AI), and the COVID-19 pandemic, while Korea earned its
reputation of the leading country in the digital development. However,
the communication policymakers and authorities in the nation have
confronted challenges in leveraging ICTs amid unprecedented
innovations and political power shifts.
A volume of literature examines various dimensions of Korea, including
politics, economy, society, and culture, with coining new words such
as "Korean Wave," "the Miracle of Han River," or "one of the four
Asian Dragons" to describe the development of Korea. However, no
article can appropriately address the nation without exploring the
development of communication in Korea since communication development
has been closely embedded in the nation's political, economic, and
social contexts. Despite attention to digital development and its
socio-economic effects across the nation, more research must be
devoted to studying how public policies and authorities have coped
with innovative technologies and a rapidly changing communication
landscape.
The author argues that communications policymakers must balance
regulatory safety and public commitments against the promotion of
innovation and growth in the communication market. Scholars of
communication, media studies, technology studies, and Asian studies
will find this book of particular interest.
