CICANT - Centre for Research in Applied Communication, Culture and New Technologies is tendering for one (1) research fellowship, hereinafter referred to as the PhD Research Fellowship, in the area of Communication Sciences, under the FCT (RBI) Research Fellowship Regulations and the Research Fellowship Status (EBI). The fellowships will be funded by the Foundation for Science and Technology (FCT) under the Collaboration Protocol for Funding the Multiannual Plan of Research Fellowships for Doctoral Students, concluded between the FCT and the R&D Unit CICANT - Centre for Research in Applied Communication, Culture and New Technologies (No. 5260). CALL FOR PROPOSALS The competition is open from 13 November 2020 until 23.59 (Lisbon time) on 15 December 2020. Applications and supporting documents for the application provided for in this Call for Proposals must be submitted by email to (cicant /at/ ulusofona.pt) <mailto:(cicant /at/ ulusofona.pt)>. The subject of the email must be "application for a PhD scholarship -BI/UI/5260/2020". Each candidate may submit only one application, under penalty of cancellation of all applications submitted. False statements or acts of plagiarism on the part of candidates will be grounds for cancelling the application without prejudice to any other sanctioning measures. 2. TYPE AND DURATION OF THE POLLY The purpose of the PhD research grants is to finance research activities leading to the award of a PhD at Portuguese universities. The research activities leading to the award of a doctoral degree will take place on the premises of CICANT, which will be the host institution for the scholarship holder, without prejudice to the fact that the work may be carried out in collaboration between more than one institution. The research activities leading to the award of the doctoral degree of the selected grantee must be framed within CICANT's plan of activities and strategy, and must be carried out within the framework of the Doctoral Programme in Communication Sciences of the Lusophone University of Humanities and Technologies. The work plan may be carried out entirely or partially in a national institution (in-country grant or mixed grant, respectively). The duration of the scholarships is, as a rule, annual, renewable up to a maximum of four years (48 months), and may not be granted for a period of less than 3 consecutive months. In the case of a mixed scholarship, the duration of the work plan at a foreign institution may not exceed 24 months. 3. DETERMINATIONS The PhD Research Grant is intended for registered candidates or candidates who meet the conditions for enrolment in the PhD Programme set out in point 2 of this Notice and who wish to carry out research activities leading to the award of a doctoral degree at CICANT or at host institutions associated with it. 4 ADMISSIBILITY 4.1 Admissibility requirements for candidates Candidates may apply for this competition: National citizens or citizens of other Member States of the European Union; Citizens of third States; Stateless persons; Citizens who have been granted political refugee status. To apply for a PhD Research Grant you must: have a Master's Degree in Communication, Arts, Social Sciences or related fields having obtained a final mark of at least 14/20 and a thesis/dissertation mark of not less than 16/20. To reside in Portugal on a permanent and habitual basis, a requirement applicable to both national and foreign citizens. Not having received a doctoral or doctoral scholarship in companies directly funded by FCT, regardless of its duration. 4.2 Admissibility Requirements It is essential to attach the following documents to your application, otherwise you will not be admitted to the competition: Details of identity card/citizen's card/passport; Curriculum vitae of the candidate, giving full name and address and e-mail address, with all scientific production (scientific articles, books, chapters, communications, etc.). ) must be accessible on the SCIENCE VITAE platform, or in PDF format; Certificates of qualification of the academic degrees held, specifying the final classification and, if possible, the classifications obtained in all the subjects carried out; Letter of motivation; Letters of Recommendation (maximum two) referring to the context of the academic and/or professional relationship of the candidate with whom you are recommending it, indicating the reference to this competition; Presentation of the research project (Introduction, relevant and/or expected methods and results, bibliography) with a maximum of 3000 words, 20 bibliographical references and proposed timetable; Any other documents that the candidates consider relevant for the assessment of their merit; The application and all associated documents, including the letters of motivation and recommendation, should be written in Portuguese or English. With regard to the admissibility requirements mentioned above, the following should be noted: In the case of academic degrees awarded by foreign higher education institutions, and in order to ensure the application of the principle of equal treatment to candidates who hold foreign and national academic degrees, the recognition of these degrees and the conversion of their final classification to the Portuguese classification scale is compulsory. The recognition of foreign degrees and diplomas as well as the conversion of the final classification to the Portuguese classification scale may be requested at any public higher education institution, or at the Directorate General for Higher Education (DGES, for automatic recognition only). Only candidates who have completed the course of studies leading to a master's degree by the end of the application deadline will be admitted. If they do not yet have the certificate of completion, candidates will be accepted on their honour that they have completed the qualifications required for the competition by the closing date for applications. The design of the scholarship is always dependent on the presentation of proof of ownership of the academic qualifications required for the award of the scholarship. 5. EVALUATION CRITERIA 6. 1. Evaluation Criteria: Applications considered admissible will be scored on a scale of 0 to 100 for each of the following evaluation criteria: Criterion A - Nature and relevance of the research project, weighing 40%; Subcriterion A1 - Scientific merit and originality of the work plan, weighing 50%; Subcriterion A2 - Clarity and coherence of the state of the art and appropriateness of methodologies to be used, weighing 10%; Subcriterion A3 - Work plan feasibility, weighing 15%; o Subcriterion A4 - Relevance and potential impact of its contribution to the objectives and development of the Centre, with weight of 25%; Criterion B - Integrated evaluation of the candidate's curriculum, based on an overview of its scientific merits, with weight of 20%: Subcriterion B1 - Diversity and quality of scientific indicators, including articles and abstracts published in journals in the specific area of the competition, with the weight of 50%; Subcriterion B2 - Prior participation in research projects. Experience in research activities (collection and review of literature, planning and conducting experimental studies) as well as experience in carrying out and engaging in research activity, with the weight of 50%; Criterion C - Interview aimed at evaluating the scientific production potential of each candidate in the area of the competition, with the weight of 40%: For the purposes of deciding on the award of grants, the candidates will be ranked according to the weighted average of the marks obtained for each of the three criteria, translated by the following formula: + Final Rank = (40% ×A)+(20%×B)+( 40% ×C) For the purposes of the tiebreaker, the candidates will be ranked on the basis of the marks awarded to each of the evaluation criteria in the following order of precedence: criterion A, criterion B, criterion C. Candidates whose application is assessed with a final mark of less than (50) points are not eligible for a grant. 7. EVALUATION The scoreboard consists of the following elements: Manuel José Damásio (Chairman), José Gomes Pinto (member) and Maria José Brites (member). The panel will assess applications in accordance with the evaluation criteria set out in this Notice of Competition, weighing the elements of assessment. All panel members, including the coordinator, commit themselves to respect a number of responsibilities essential to the evaluation process, such as the duties of impartiality, declaration of any potential conflict of interest situations and confidentiality. At all times in the evaluation process, confidentiality is fully protected and ensured so as to guarantee the independence of all opinions produced. Panel members, including the co-ordinator, may not be advisors or coordians of candidates with applications submitted to the competition. For each application, a final evaluation sheet will be produced by the panel, clearly, coherently and consistently presenting the arguments that led to the marks awarded to each of the evaluation criteria and subcriteria. Minutes of the panel meetings will be produced under the responsibility of all its members. The minutes and their annexes must include the following information: Name and membership of all members of the evaluation panel; Identification of all excluded applications and their grounds; Methodology adopted by the panel for cases considered particular; Final Evaluation Sheets of each applicant; Provisional list of the ranking and seriation of the candidates, in descending order of the final ranking, of all the applications evaluated by the panel; CDI statements of all panel members; Possible delegations of vote and competencies due to justified absence. 8. DISCLOSURE OF RESULTS The results of the evaluation are communicated via e-mail to the e-mail address used by the candidate to send the application/indicated in the application. After communication of the provisional list of results of the evaluation, the candidates have a period of 10 working days to, if they wish, express their opinion at a prior hearing of interested parties, in accordance with Articles 121 et seq. of the Code of Administrative Procedure. The final decision will be given after examination of the statements made at a prior hearing. The final decision may be appealed within 15 working days or, alternatively, an appeal may be lodged within 30 working days, both counting from the respective notification. Candidates who choose to submit a complaint should address their complaint to the FCT Director Council member with delegated powers. Candidates who choose to lodge an appeal should address it to the FCT Board of Directors. 10. GRANTING REQUIREMENTS Research grant contracts are concluded directly with the FCT. The following documents must be submitted at the time the grant is awarded, if applicable, for the purpose of contractualisation: Copy of the civil, tax and, when applicable, social security identification document(s); Copy of the qualification certificates of the academic degrees held; Presentation of the registration of recognition of foreign academic degrees and conversion of the respective final classifications to the Portuguese classification scale, if applicable; Work plan; Document proving enrolment in one of the Doctoral Programmes identified in this Notice; Declaration of the supervisor(s) assuming responsibility for supervising the work plan, under the terms of article 5 of the Law no. 6/2002, of the Ministry of Education and Culture. A document proving the candidate's acceptance by the institution where the research activities will take place, guaranteeing the necessary conditions for its proper development, as well as the fulfilment of the duties provided for in article 13 of the Research Fellowship Statute (draft of the declaration to be made available by the FCT); Updated document proving the fulfilment of the exclusive dedication regime (draft of the declaration to be made available by the FCT). The granting of the scholarship is also dependent on: compliance with the requirements set out in this Opening Notice; the result of the scientific evaluation; the absence of unjustified failure to comply with the scholarship holder's duties under a previous scholarship contract financed, directly or indirectly, by the FCT; the availability of the FCT budget. Failure to submit any of the documents required to complete the scholarship contractualisation process within 6 months of the date of notification of the conditional grant decision will result in the forfeiture of the said grant and the closure of the process. FINANCING: Payment of the scholarships will start after the candidates have returned the duly signed scholarship contract, which should take place within a maximum of 15 working days from the date of receipt. The scholarships awarded under this tender will be financed by FCT with funds from the State Budget and, when eligible, with funds from the European Social Fund, to be made available under PORTUGAL2020, through, inter alia, the North Regional Operational Programme (NORTE 2020), the Centre Regional Operational Programme (Centro 2020) and the Alentejo Regional Operational Programme (Alentejo 2020), in accordance with the regulatory provisions set for this purpose. COMPONENTS OF THE POLLY A monthly maintenance subsidy is granted to the grantees in accordance with the table in Annex I of the RBI. The grant may also include other components in accordance with Article 18 of the RBI and the values set out in Annex II thereto. All fellows are covered by personal accident insurance in respect of their research activities, which is borne by the FCT. All grantees who are not covered by any social protection scheme may exercise their right to social security by joining the voluntary social insurance scheme, in accordance with the Code of Contribution Schemes of the Social Security Welfare System, and the FCT will cover the costs arising from the contributions under the terms and within the limits set out in Article 10 of the EBI. 13. PAYMENTS FROM THE POCKETS COMPONENTS Payments due to the grantee are made by bank transfer to the account identified by him/her. Payment of the monthly maintenance allowance is made on the first working day of each month. Payments of registration, enrolment or tuition fees are made by the FCT directly to the national institution where the grantee is registered or enrolled in a PhD. 14 TERMS AND CONDITIONS FOR RENEWAL OF THE Fellowship The renewal of the fellowship always depends on an application submitted by the fellow within 60 working days prior to the date on which the renewal begins, accompanied by the following documents: opinions issued by the supervisor(s) and the host institution(s) on the monitoring of the fellow's work and the evaluation of his/her activities; updated document proving compliance with the exclusive dedication regime; document proving renewal of enrollment in the cycle of studies leading to the doctoral degree. INFORMATION AND PUBLICITY OF THE FINANCE GRANTED In all R&D activities directly or indirectly financed by the scholarship, namely in all communications, publications and scientific creations, as well as theses, carried out with the support provided by the scholarship, the mention of financial support from the FCT and the European Social Fund must be expressed, namely through the North Regional Operational Programme (NORTH 2020), the Centre Regional Operational Programme (Centre 2020) and the Alentejo Regional Operational Programme (Alentejo 2020). For this purpose, the FCT, MCTES, ESF and EU insignia must be registered in the documents relating to these actions, according to the graphic standards of each Operational Programme. The dissemination of results of research funded under the RBI must comply with the standards for open access to data, publications and other research results in force at the FCT. In all grants, and particularly in the case of actions supported by Community funding, notably the ESF, monitoring and control actions may be carried out by national and Community bodies in accordance with applicable legislation in this field, and there is an obligation on the part of the grant holders to collaborate and provide the information requested, which covers the carrying out of surveys and evaluation studies in this area, even if the grant has already ended. 16. NON-DISCRIMINATION AND EQUAL ACCESS POLICY FCT promotes a policy of non-discrimination and equal access, so that no candidate may be privileged, benefited, prejudiced or deprived of any right or duty on the grounds of ancestry, age, sex, sexual orientation, marital status, family situation, economic situation, education, origin or social condition, genetic heritage, reduced work capacity, disability, chronic illness, nationality, ethnic origin or race, territory of origin, language, religion, political or ideological beliefs and trade union membership. LEGISLATION AND APPLICABLE REGULATION The Contest is governed by this Notice of Opening, by the Research Grant Regulations of FCT, approved by Regulation 950/2019, published in the 2nd Series of the Official Gazette of 16 December 2019, by the Statute of the Research Grant Holder approved by Law 40/2004 of 18 August, as amended, and by other applicable national and community legislation.

CICANT – The Centre for Research in Applied Communication, Culture, and New Technologies is inviting applications for a full researcher position in digital communication within the subject area of communication studies. For the successful applicant this position offers an excellent opportunity to build a multifaceted academic career in a dynamic and international environment. Work plan to be developed includes, in particular, the following guidelines: social media and platform economy; data visualization and datification; digitalization from the perspectives of audiences, society, community, culture and/or economy; data literacies. In addition, publications in the fields of media theory are considered as merits. The position is research-orientated, but the appointed person will also acquire external funding, deliver high-quality teaching and theses supervision, actively participate in activities within the research unit, as well as create societal impact through its work. The duties in teaching and supervision are related to the study programmes in communication studies. The scope of responsibilities is determined according to the career stage of the successful candidate. We are looking for candidates with a suitable doctoral degree (PhD) together with excellent academic merit as well as evidence of the ability to produce high quality research. The ideal candidate will have a strong potential for excellence in research. In the event that the candidate holds a doctoral degree from a foreign higher education institution, the formalities required by Decree-Law No. 341/2007, of 12 October, must be observed until the deadline for submitting applications. The activities foreseen in the exercise of that place are those foreseen in the scope of the research project mentioned above. The contract to be carried out is scheduled to start on January, 1 2021, ending on December 31, 2024 or with the conclusion of the research project, under the terms of Decree-Law nº 57/2016, of 29 August, amended by Law nº 57/2017, of 19 July, and the Portuguese Labour Code. The activities contained in the object of the employment contract take place at the facilities of Campo Grande, 376, in Lisbon, or in places that appear necessary for the execution of the investigation plan. The gross monthly base remuneration corresponds to position 54 of the Single Remuneration Table, approved by Decree No. 10-B/2020, March 23. Excluding the elements mentioned in al. e), the non-compliance, by the interested party, of any of the requirements stated in the previous number determines the preliminary rejection of the application. False statements made by candidates will be punished under the law. The competition jury, composed of three members, is appointed by the Board of COFAC, crl. Under the terms of the preceding article, as well as that established by Article 13 of Decree-Law No. 57/2016, of 29 August, members of the jury are designated: (i) President - Manuel José Damásio (Executive Director of ILIND); (ii) Member - José Manuel de Figueiredo Gomes Pinto – (Coordinator of CICANT); (iii) Member - Maria José Brites (Member of the board of CICANT). The nominated jury is responsible for examining the applications. Minutes of all the jury meetings will be drawn up containing the description of the subjects discussed, as well as the votes cast by each of the members and the grounds for the decisions taken. Applications admitted to the competition are evaluated taking into account the quality, timeliness and relevance of the scientific (scientific production and research experience) and professional curricula of the interested parties, as well as the respective adequacy to the proposed work plan. In the first selection phase, the jury will evaluate, qualitatively, the curricular elements that are discriminated against: a. The candidate`s scientific path, with particular relevance to scientific works performed or published in areas related to the proposed work plan (corresponding to 35% of the evaluation); B. The candidate`s professional career, with special emphasis on activities developed in areas related to the work plan and the context of CICANT`s performance (corresponding to 50% of the evaluation); C. Presentation letter in Portuguese and English (15% of the assessment), in order to assess the candidate`s motivation and interest in the activities to be carried out (10% of the assessment), as well as the command of English (5% of the assessment). If deemed necessary, and with a view to evaluation at this stage of the competition, the jury may request references from the candidate to the academic individuals mentioned in article 4, paragraph 1, al. d). In the second phase of the competition, the jury will select for an interview (corresponding to 10% of the total evaluation) up to 5 candidates from those who, in the first phase, obtained the highest classification - in any event, only evaluations higher than 60%. In the event of a tie, the final decision will be the responsibility of the president of the jury. Once the selection phases have been completed, the jury will draw up, within a maximum period of 5 working days, a minute showing the final decision, the ordered list of approved candidates, with the respective final classification, as well as a summary description of the recruitment process, evaluation and selection undertaken. The jury`s final decision, as referred to in paragraph 5 of the previous article, expresses the interested parties are notified so that, in the exercise of the right of prior hearing provided for by the Administrative Procedure Code, they can, within 10 working days, pronounce themselves about yourself. The ideal candidate will have a strong potential for excellence in research. In the event that the candidate holds a doctoral degree from a foreign higher education institution, the formalities required by Decree-Law No. 341/2007, of 12 October, must be observed until the deadline for submitting applications. The activities foreseen in the exercise of that place are those foreseen in the scope of the research project mentioned above. The contract to be carried out is scheduled to start on January, 1 2021, ending on December 31, 2024 or with the conclusion of the research project, under the terms of Decree-Law nº 57/2016, of 29 August, amended by Law nº 57/2017, of 19 July, and the Portuguese Labour Code. The activities contained in the object of the employment contract take place at the facilities of Campo Grande, 376, in Lisbon, or in places that appear necessary for the execution of the investigation plan. The gross monthly base remuneration corresponds to position 37 of the Single Remuneration Table, approved by Decree No. 10-B/2020, March 23. The deadline for the submission of applications is 10 working days, starting on the date of publication of this notice, on November 23, and ending on 23h59 m of December 7, 2020. The interested party in the contest addresses the application to the UI&D Board, through sending by “email”, in “PDF” format, to the email address (cicant /at/ ulusofona.pt) <mailto:(cicant /at/ ulusofona.pt)>, with the subject COFAC/CICANT/ULHT/UIDP/AUX-2/2020, the following documents: a) Presentation letter referring to the reasons that justified the application; b) Curriculum "vitae" mentioning professional experience, accompanied by a list of scientific publications produced and participation in funded projects; c) Doctoral certificate; d) Identification and contacts with the respective “email” addresses - of at least two academic personalities who attest to the displayed curriculum; e) work plan for the 3-year period to be developed in the ´Digital Communication` area, compiled by the CICANT I&D lines (https://cicant.ulusofona.pt/ <https://cicant.ulusofona.pt/>); f) Other documents considered relevant by the candidate and which, in his perspective, seem relevant to prove and evaluate the respective scientific and professional path. Excluding the elements mentioned in al. e), the non-compliance, by the interested party, of any of the requirements stated in the previous number determines the preliminary rejection of the application. False statements made by candidates will be punished under the law. The competition jury, composed of three members, is appointed by the Board of COFAC, crl. Under the terms of the preceding article, as well as that established by Article 13 of Decree-Law No. 57/2016, of 29 August, members of the jury are designated: (i) President - Manuel José Damásio (Executive Director of ILIND); (ii) Member - José Manuel de Figueiredo Gomes Pinto – (Coordinator of CICANT); (iii) Member - Maria José Brites (Member of the board of CICANT). The nominated jury is responsible for examining the applications. Minutes of all the jury meetings will be drawn up containing the description of the subjects discussed, as well as the votes cast by each of the members and the grounds for the decisions taken. Applications admitted to the competition are evaluated taking into account the quality, timeliness and relevance of the scientific (scientific production and research experience) and professional curricula of the interested parties, as well as the respective adequacy to the proposed work plan. In the first selection phase, the jury will evaluate, qualitatively, the curricular elements that are discriminated against: a. The candidate's scientific path, with particular relevance to scientific works performed or published in areas related to the proposed work plan (corresponding to 35% of the evaluation); B. The candidate's professional career, with special emphasis on activities developed in areas related to the work plan and the context of CICANT's performance (corresponding to 50% of the evaluation); ç. Presentation letter in Portuguese and English (15% of the assessment), in order to assess the candidate's motivation and interest in the activities to be carried out (10% of the assessment), as well as the command of English (5% of the assessment). If deemed necessary, and with a view to evaluation at this stage of the competition, the jury may request references from the candidate to the academic individuals mentioned in article 4, paragraph 1, al. d). In the second phase of the competition, the jury will select for an interview (corresponding to 10% of the total evaluation) up to 5 candidates from those who, in the first phase, obtained the highest classification - in any event, only evaluations higher than 60%. In the event of a tie, the final decision will be the responsibility of the president of the jury. Once the selection phases have been completed, the jury will draw up, within a maximum period of 5 working days, a minute showing the final decision, the ordered list of approved candidates, with the respective final classification, as well as a summary description of the recruitment process, evaluation and selection undertaken. The jury's final decision, as referred to in paragraph 5 of the previous article, expresses the interested parties are notified so that, in the exercise of the right of prior hearing provided for by the Administrative Procedure Code, they can, within 10 working days, pronounce themselves about yourself. After the deadline for exercising the right of prior hearing has elapsed, it is the final decision of the jury approved by the President of COFAC, crl., Who is also responsible for deciding on the hiring of the selected candidate. The list of admitted and excluded candidates, as well as the respective final classifications, are posted on the premises of the Lusófona University of Humanities and Technologies, at Avenida do Campo Grande, nº 376, in Lisbon, as well as on the website www.cicant.pt <http://www.cicant.pt>, being candidates notified by “email”.
