Depuis sa création en juin 2002, au CERTOP/CNRS, sous la responsabilite? 
scientifique de Ge?rard Loiseau, le re?seau "De?mocratie e?lectronique" 
(DEL) oeuvre à la valorisation des recherches qui interrogent les liens 
entre les processus démocratiques et les technologies numériques. 
Comprenant en 2012 plus de 150 membres dans plus d'une vingtaine de 
pays, DEL constitue également un espace interdisciplinaire de discussion 
de ces recherches à travers l'organisation régulière de rencontres et de 
séminaire. Outre les productions individuelles de ses membres, les 
coopérations scientifiques auxquelles il a pu donner lieu, et les 
partenariats qu'il a pu nouer, DEL souhaite désormais contribuer plus 
directement à la production scientifique en organisant, dix après sa 
création, un colloque international dans la perspective de plusieurs 
publications qui permettront à la fois de faire une synthèse de la masse 
de recherches conduites jusqu'à présent dans le domaine de la 
"démocratie électronique" et de défricher de nouvelles problématiques.

Aussi, l'objectif du colloque "Regards critiques sur la participation 
politique en ligne" est de confronter les travaux scientifiques, issus 
de disciplines variées, consacrés aux transformations des régimes 
politiques contemporains possiblement induites par l'intégration 
croissante des technologies numériques, et plus particulièrement 
d'Internet, dans les divers domaines de la vie sociale. Oscillant entre 
un enthousiasme techno-centré et un scepticisme socio-constructiviste, 
les premières réflexions sur la capacité d'Internet à revitaliser le 
fonctionnement des gouvernements représentatifs à travers son 
appropriation citoyenne ont rapidement fait place à des interrogations 
plus substantielles sur les conditions et les modalités selon lesquelles 
les citoyens sont effectivement en mesure de se saisir des réseaux 
numériques en vue de s'informer, d'exprimer des préférences ou des 
revendications politiques, de contester les pouvoirs institués ou de 
constituer des formes de mobilisation inédites. Au-delà d'une telle 
perspective téléologique, la multiplication des possibilités 
d'information et d'expression engendrées par le développement des 
réseaux sociaux pouvant bousculer les représentations et les pratiques 
institutionnelles questionne les frontières du politique et le rôle des 
technologies dans leur capacité à accroître leur degré d'élasticité.
Plus précisément, ce colloque vise à explorer les pratiques numériques 
de participation politique en interrogeant à la fois ses manifestations 
empiriques, et la consistance des concepts utilisés jusqu'alors pour 
procéder à leur qualification.

A cette fin, le colloque se déroule sur deux journées :

* La première journée (19 juin 2013) repose sur la présentation et la 
discussion des travaux des jeunes chercheurs, en français et en anglais, 
issus des réponses à l'appel à communications ci-joint et disponible sur 
le site web de DEL : http://certop.fr/DEL/spip.php?article2576

Cette première journée est organisée autour de trois séances thématiques 
: 1. Les débats idéologiques et théoriques de la participation politique 
en ligne ; 2. Les nouveaux formats de la parole politique et nouveaux 
lieux de politisation ; 3. Les nouveaux acteurs et reconfigurations du 
pouvoir politique.
Pour chacune des séances, quatre communications seront présentées (soit 
douze textes sur l'ensemble de la journée), un discutant en proposant 
l'analyse critique, suivie d'un débat avec le public.


* Outre l'assemblée générale du réseau DEL qui aura lieu dans la 
matinée, la seconde journée (20 juin 2013) est consacrée à deux tables 
rondes :

- La première table ronde, conviant des chercheurs, français et 
étrangers, ayant une expérience significative des recherches sur les 
rapports entre politique et numérique, permettra de débattre à partir de 
la question: Peut-on analyser la participation politique en ligne avec 
les concepts traditionnellement utilisés en sciences humaines et sociales?;
- La seconde table ronde conviera des acteurs politiques à débattre à 
partir de l'interrogation liminaire En quoi le numérique a-t-il changé 
la manière de faire de la politique?

International symposium of the DEL/CERTOP/CNRS research network

"Online political participation and its critics"

Since its inception in June 2002, at CERTOP/CNRS, under the scientific 
responsibility of Gerard Loiseau, the "Electronic Democracy" network 
(DEL) has been dedicated to enhancing research in the field of 
relationships between democratic processes and digital technologies. In 
2012, with its 150 members in more than twenty countries, DEL has 
contributed to the creation of a place for interdisciplinary discussions 
through the organization of regular meetings and seminars. In addition 
to the individual publications of its members, the network has enhanced 
scientific cooperation among them and has been able to establish solid 
partnerships. DEL now wishes to contribute more directly to the 
scientific production by organizing, ten years after its creation, an 
international symposium. This meeting is aiming at producing several 
publications that will allow both to summarize the mass of research 
conducted so far in the field of "electronic democracy", and to tackle 
new scientific issues.


Therefore, the aim of the conference "A critical approach to online 
political participation" is to confront the scientific work, from 
various fields, devoted to the transformations of contemporary political 
regimes possibly induced by the increasing integration of digital 
technologies, especially Internet, in the various fields of social life. 
Oscillating between a techno-centric enthusiasm and skeptical social 
constructivism, the first analysis of the Internet's ability to 
revitalize the functioning of representative government through citizen 
appropriation has quickly given way to more substantive questions. Under 
what conditions are citizens able to capture digital networks in order 
to inform themselves, to express preferences or political demands, to 
challenge institutionalized powers or to constitute new forms of social 
mobilizations?

Beyond such a teleological perspective, the increased opportunities for 
information and expression generated by the development of social 
networks that can disturb traditional representations and institutional 
practices questions the boundaries of politics and the role of 
technology in their ability to increase their degree of elasticity.


Specifically, this conference aims to explore the digital practices of 
political participation by questioning both its empirical 
manifestations, and the consistency of the concepts previously used to 
qualify those practices.


The conference will be held in Paris, for two days:


§ The first day (June 19, 2013) will be based on the presentation and 
discussion of young researchers’ papers, both in French or English, 
coming from answers to the call for papers enclosed and available on the 
DEL website: http://www.certop.fr/DEL/spip.php?article2573

This first day is organized around three thematic sessions:

1. Theoretical and ideological debates on online political participation;

2. The new formats of political talk and new spaces of politicization;

3. New actors and reconfigurations of political power.

For each session, four papers will be presented and discussed by a 
dedicated critical reader, followed by a discussion with the public.


§ In addition to the general assembly of the DEL network to be held in 
the morning, the second day (June 20, 2013) will be devoted to two panels:

- The first roundtable will invite French and International key 
researchers in the field to debate around the following question: Can we 
analyze online political participation with the traditional concepts 
used in social sciences?

- The second panel will invite politicians and practitioners to react to 
the following question: is digital politics “politics as usual”, or has 
is changed your way of doing politics?
